Prohibited Practices

 The State Horse Racing Commission (Commission) provides notice that on August 31, 2017, it issued an Order identifying specific prohibited practices and a compendium of illegal substances and blood-doping agents expressly prohibited from racing. This Order was adopted under the authority of 3 Pa.C.S. § 9311(h) (relating to State Horse Racing Commission), under Administrative Doc. No. 2017-12.

 The general purpose of the Order is to: (1) protect the health, safety and welfare of the racing horse by expressly prohibiting illegal conduct and practices while on a racetrack; (2) prevent the possession and use of illegal substances and practices which may endanger the safety of jockeys and drivers; and (3) prevent the administration of blood doping agents or other illegal substances which have no generally-accepted use in equine care. This purpose is common to all other regulations and orders of the Commission addressing the administration of medications/drugs and penalties, including those regulations and orders issued under the statutory authority previously cited.

 In summary, the Order refers to certain prohibited practices and adopts the comprehensive list of illegal substances as set forth in Model Rule 001-115 and 025-015 of the Association of Racing Commissioners International (ARCI). ARCI is a National body of racing officials and commissioners that develop model rules and standards for the horse racing industry.
