PUBLIC WATER SUPPLY (PWS) PERMITS

 Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.

 Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.

 Following the comment period, the Department will make a final determination regarding the proposed permit. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

 The permit application and related documents are on file at the office listed before the application and available for public review. Arrangements for inspection and copying information should be made with the office listed before the application.

 Persons with a disability that require an auxiliary aid, service or other accommodations to participate during the 30-day public comment period should contact the office listed before the application. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907)

 Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.

 Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.

 For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. TDD users may telephone the Department through the Pennsylvania AT&T Relay Service at (800) 654-5984.

In June 2016, fuel oil # 2 impacted surficial soils at this site. The Notice of Intent to Remediate was published in The Scranton Times on December 5, 2016.

Eastern Land & Trading, LLC Property, Main Street and Page Avenue, Kingston Borough, Luzerne County. Pennsylvania Tectonics, Inc., 723 Main Street, Archbald, PA 18403, on behalf of Eastern Land & Trading, LLC, 53 Gravel Street, Wilkes-Barre, PA 18705, submitted a Notice of Intent to Remediate. Historical Act 2 remedial investigation found heavy metals, VOC and SVOC contamination in soils and groundwater at this site. The Notice of Intent to Remediate was published in The Citizens Voice on January 13, 2017.

Clapper Property, 951 Stump Pond Road, New Milford Township, Susquehanna County. Resource Environmental, 50 Maple Street, Montrose, PA 18801, on behalf of CB Excavating and Logging LLC, 2108 Lakeview Road, Susquehanna, PA 18847, submitted a Notice of Intent to Remediate. An undetermined volume of heating oil was released from an aboveground storage tank to surficial soils. The proposed future use of the property will be residential. The Notice of Intent to Remediate was published in The Susquehanna County Independent on January 25, 2017.

AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities.

 Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.

 Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. (145 Happy Hollow Road, Coal Township, PA 17866-7733) for the installation of a second adsorption tower to control the emission of hydrogen sulfide from the molten sulfur storage tank incorporated in the ''biodegradable'' skeet target production line at their facility located in Coal Township, Northumberland County. The Department of Environmental Protection's (Department) review of the information submitted by Reagent Chemical & Research indicates that the air cleaning device to be installed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants. Based on this finding, the Department proposes to issue a plan approval for the proposed installation. The air contaminant emissions from the source included in this project will not increase as a result of this action. The facility is a State Only facility. If the Department determines that the air cleaning device is installed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 49-00040B, the requirements established in the plan approval will be incorporated into a state only operating permit pursuant to 25 Pa. Code § 127.421. All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. 17-00017D: Rescar, Inc. (450 Osborn Avenue, DuBois, PA 15801) has submitted an application to the Pennsylvania Department of Environmental Protection (PA DEP) for plan approval to authorized increases to the allowable 12-month rolling total emissions from the facility, and Source IDs P201 and P202. The facility is located in the City of DuBois and Sandy Township, Clearfield County. The proposed modification for emissions increases is due to an increase in business volume that may reportedly occur again in the future. The proposed modification is subject to the Best Available Technology (BAT) requirements of 25 Pa. Code §§ 127.1 and 127.12. The proposed emissions increases are as follows: An increase from 41.65 tons per year (tpy) for volatile organic compounds (VOCs) to 45.0 tpy from the railcar surface coating operations (Source IDs P201 and P202); An increase from 14.62 tpy for hazardous air pollutants (HAPs) to 21.0 tpy from the railcar surface coating operations (Source IDs P201 and P202); An increase from 1.89 tpy for VOCs to 3.0 tpy for VOCs from the surface coating cleanup operation (Source ID P203); An increase from 21.98 tpy for HAPs to 24.9 tpy for HAPs from all air contaminant sources at the facility. PA DEP's review of the information submitted by the facility indicates that the proposed modification will comply with all applicable air quality regulatory requirements, including the BAT requirements. Based on the findings presented above, the Department proposes to issue a plan approval for the proposed construction. The following is a summary of the conditions that the Department proposes to place in the plan approval to be issued to ensure compliance with all applicable air quality regulatory requirements. The plan approval includes the increased allowable 12-month rolling total emissions limitations for VOCs and HAPs (e.g. 45.0 tpy from Source IDs P201 and P202), as identified above. The facility is also required to monitor, keep records and report the emissions of VOCs and HAPs from all source at the facility to demonstrate compliance with the allowable 12-month rolling total emissions limitations. In accordance with 25 Pa. Code § 127.463, this authorization also incorporates the applicable requirements pertaining to Source IDs P201 through P203, as specified under 25 Pa. Code § 129.52d. If the Department determines that the proposed modification is carried out in compliance with the plan approval conditions including the specifications in the application, the plan approval conditions will be incorporated into the State Only (Synthetic Minor) Operating Permit SMOP 17-00017. All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's North Central Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. 18-00034A: EPP Renewable Energy, LLC (1605 N. Cedar Crest Blvd., Suite 509, Allentown, PA 18104) for the construction and operation of a landfill gas to energy facility consisting of three (3) 1,600 kilowatt landfill gas fired gas-fired reciprocating engine and generator sets at the Wayne Township Landfill located in Wayne Township, Clinton County. The Department's review of the information submitted by EPP indicates that the engines will meet all applicable air quality regulatory requirements, including the Best Available Technology requirements of 25 Pa. Code §§ 127.1 and 127.12 pertaining to air contamination sources and the emission of air contaminants. The engines will meet the requirements Subpart ZZZZ of the National Emission Standards for Hazardous Air Pollutants for Source Categories, 40 CFR Sections 63.6580—63.6675 and Subpart JJJJ of the NSPS for Stationary Spark ignition Internal Combustion Engines, 40 CFR Sections 60.4230—60.4248. Based on these findings, the Department intends to approve the application and issue plan approval for the construction of the proposed engines.

 The facility is a major (Title V) facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications of the application for Plan Approval 18-00034A, the requirements established in the plan approval will be incorporated into a Title V operating permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450. The following is a brief description of the conditions that the Department proposes to place in the plan approval to ensure compliance with all applicable regulatory requirements:

 1. Pursuant to the best available technology (BAT) requirements of 25 Pa. Code §§ 127.1 and 127.12, each engine is a 1,600 kilowatt CAT model 3520C lean burn landfill gas-fired engine.

 2. Pursuant to BAT, the permittee shall not permit the following air contaminant emissions from the exhaust of each of the engines: (a) nitrogen oxides (NOx, expressed as NO2)—0.6 gram per brake horsepower hour and 13.01 tons in any 12 consecutive month period, (b) carbon monoxide (CO)—3.1 grams per brake horsepower hour and 67.11 tons in any 12 consecutive month period, (c) total combined volatile organic compounds (VOC) 2.84 pounds per hour and 12.44 tons in any 12 consecutive month period, (d) sulfur oxides (SOx, expressed as SO2)—5.40 pounds per hour and 23.65 tons in any 12 consecutive month period, (e) particulate matter (PM/PM10)—4.75 pounds per hour and 20.81 tons in any 12 consecutive month period, (f) non-methane, non-ethane hydrocarbons (NMNEHC)—20 ppm as hexane corrected to 3% oxygen, (g) formaldehyde—0.396 gram per brake horsepower hour and 8.58 tons in any 12 consecutive month period

 3. The permittee shall perform nitrogen oxide (NOx, expressed as NO2), carbon monoxide, volatile organic compound, particulate matter, sulfur oxides and formaldehyde stack tests upon the engine exhausts within 180 days from the initial operation to verify compliance with the emission limitations for the engines.

 4. Pursuant to BAT, the permittee shall follow the manufacturer's each engine shall be equipped with instrumentation to monitor the exhaust temperature.

 5. Pursuant to BAT, under no circumstance shall any landfill gas be vented directly to the atmosphere. The plan approval will include all regulatory requirements, including monitoring, recordkeeping and reporting requirements. All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. (143 Fiberboard Road, Shippenville, PA 16254), for the proposed replacement of existing Durr RTO with a new TANN RTO; replacement of existing boiler with new Ness Dust Burner; construction of new dryer with fiber sifter; installation of 2 high efficiency cyclones to replace Turbosonic scrubber; construction of 4 Jenbacher reciprocating engines; installation of a new surplus wood dust collection system; limiting the existing hot oil boilers at the Laminate Plant to emergency use; and an increase in production from 140,000 mcf to 198,000 mcf in Paint Township, Clarion County. This is a Title V facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the facility operating permit at a later date.

 Plan approval No 16-132L is for the proposed replacement of existing Durr RTO with a new TANN RTO; replacement of existing boiler with new Ness Dust Burner; construction of new dryer with fiber sifter; installation of 2 high efficiency cyclones to replace Turbosonic scrubber; construction of 4 Jenbacher reciprocating engines; installation of a new surplus wood dust collection system; limiting the existing hot oil boilers at the Laminate Plant to emergency use; and an increase in production from 140,000 mcf to 198,000 mcf. The new engines will have emissions of 16.66 tpy of NOx, 27.77 tpy of CO, 16 tpy of VOC, 8.67 tpy of PM10/PM2.5, 8.67 tpy of SOx, & 65,325.3 tpy of CO2(e). The new Dust Burner/TANN RTO will have emissions of 97.29 tpy of NOx, 182.2 tpy of CO, 0.5 tpy of VOC, 33.1 tpy of PM10/PM2.5, & 139,712 tpy of CO2(e). The new Surplus Wood Dust Collection System will have emissions of 1.77 tpy of PM10/PM2.5. The following existing sources will have emissions increases due to proposed limits. The Laminates Plant Thermal Oil Heater 1 will have an emission increase of 1.0 tpy of NOx & 0.04 tpy of VOC. The Laminates Plant 8 Direct Fired Space Heaters will have an emission increase of 2.0 tpy of NOx & 0.11 tpy of VOC. The following existing sources will have emission increases due to production increase. The Dryer System will have an emission increase of 9.156 tpy of VOC. Source 104 will have an emission increase of 0.261 tpy of VOC. Source 107 will have an emission increase of 0.268 tpy of VOC. Source 109 will have an emission increase of 0.816 tpy of VOC. Source 110 will have an emission increase of 0.613 tpy of VOC. Source 111 will have an emission increase of 0.233 tpy of VOC. Source 112 will have an emission increase of 0.209 tpy of VOC. Source 123 will have an emission increase of 0.004 tpy of VOC. The facility is not subject to PSD; however, it is subject to NSR. The net emission increase for NSR is 38.50 tpy for NOx and 34.506 tpy for VOC. This Plan Approval will contain emission restriction, testing, recordkeeping, work practice standard and additional requirement conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:

 • Site Level Requirements

  • The Projected Actual Emissions from Laminates Source 031 (Thermal Oil Heater 1) are the following:

   • NOx: 1.0 tpy based on a 12-month consecutive period

   • VOC: 0.04 tpy based on a 12-month consecutive period

  • The Projected Actual Emissions from Laminates Source 032 (8 Direct Fired Space Heaters) are the following:

   • NOx: 2.0 tpy based on a 12-month consecutive period

   • VOC: 0.11 tpy based on a 12-month consecutive period

 • Source 505 (Ness Wood Dust Burner)

  • The control device (TANN RTO) shall remove 95% of non-methane hydrocarbons or will have an average outlet concentration of equal to or less than 5 ppm C3 (propane), whichever is less stringent. Inlet concentrations shall be measured at the control device (TANN RTO) fan inlet, upstream of any dilution/recirculation inlets. The test method for hydrocarbons is Method 25A.

 • The emissions at the outlet of the control device (TANN RTO) with all engines exhausting to their own stack shall not exceed the following:

  • NOx: 23.5 #/hr (97.29 tpy based on a consecutive 12-month period)

  • CO: 44.0 #/hr (182.2 tpy based on a consecutive 12-month period)

  • VOC (NMNEHC as methane): 7.55 #/hr (31.26 tpy based on a consecutive 12-month period)

  • PM10: 8.0 #/hr (33.1 tpy based on a consecutive 12-month period)

  • PM2.5: 8.0 #/hr (33.1 tpy based on a consecutive 12-month period)

  • SOx: 3.424 #/hr (14.175 tpy based on a consecutive 12-month period)

 • The emissions at the outlet of the control device (TANN RTO) with engines exhausting to control device (TANN RTO) shall not exceed the following:

  • NOx: 113.95 tpy based on a consecutive 12-month period

  • CO: 209.97 tpy based on a consecutive 12-month period

  • VOC (NMNEHC as methane): 32.06 tpy based on a consecutive 12-month period

  • PM10: 41.77 tpy based on a consecutive 12-month period

  • PM2.5: 41.77 tpy based on a consecutive 12-month period

  • SOx: 22.85 tpy based on a consecutive 12-month period

 • Initial testing shall be conducted for NOx, CO, and VOC (NMOC including formaldehyde and methanol). Subsequent testing shall be conducted within 12 to 24 months of the last test.

 • The permittee shall continuously monitor the chamber temperature of the control device (TANN RTO) whenever the source is in operation.

 • The permittee shall continuously monitor the airflow.

 • All recordkeeping shall commence upon startup of the source/control devices. All records shall be kept for a period of five (5) years and shall be made available to the Department upon request.

 • The permittee shall maintain a record of all preventive maintenance inspections of the control devices. These records shall include, at a minimum, the dates of the inspections, the name of the person performing the inspection, any problems or defects identified, any actions taken to correct the problems or defects, and any routine maintenance performed.

 • The permittee shall record the following operational data from the control device (TANN RTO) (these records may be done with strip charts recorders, data acquisition systems, or manual log entries):

  • RTO Chamber temperature continuously—defined as at least one recording every fifteen minutes

  • The airflow continuously—defined as at least one recording every fifteen minutes

 • The permittee shall perform a daily operational inspection of the control devices. As part of this operational inspection the facility shall monitor the pressure drop across the cyclones and shall conduct a visible emission (VE) observation of the control device (TANN RTO) stack. The VE observation shall be 60 seconds in length with reading every 15 seconds and if any visible emissions are observed, a Method 9 observation (30 minutes in duration) shall be conducted to determine compliance with the opacity limitations.

 • The permittee shall perform a monthly preventive maintenance inspection of the control devices.

 • The permittee shall adhere to the approved indicator range for the control device (TANN RTO) so that operation within the range shall provide reasonable assurance of compliance. A departure from the specified indicator range over a specified averaging period shall be defined as an excursion. The approved indicator ranges for the following shall be determined during the initial performance test or any subsequently approved performance tests unless otherwise stated:

  • Airflow averaged over any 1-hour period, shall not exceed 335,000 scfm.

  • Minimum one-hour average chamber temperature greater than 1,500°F or the one-hour average chamber temperature during the most recently approved performance test.

 • The permittee shall operate the control devices at all times that the source is in operation.

 • The permittee shall maintain and operate the source and control devices in accordance with the manufacturer's specifications and in accordance with good air pollution control practices.

 • The source is subject to 40 CFR 63 Subpart DDDD.

 • Source 104 (Mat Forming System), Source 107 (Mat Reject), Source 109 (Building Vents), Source 110 (Splitter & Cut-Off Sawdust Collection), Source 111 (Primary Sander System), Source 112 (Secondary Sander System), Source 123 (Refiner Startup Dump)

  • The Projected Actual Emissions are the following:

   • Source 104—VOC: 0.882 tpy based on a 12-month consecutive period

   • Source 107—OC: 0.910 tpy based on a 12-month consecutive period

   • Source 109—NOx: 4.690 tpy based on a 12-month consecutive period

   • Source 109—VOC: 2.767 tpy based on a 12-month consecutive period

   • Source 110—VOC: 2.078 tpy based on a 12-month consecutive period

   • Source 111—VOC: 0.649 tpy based on a 12-month consecutive period

   • Source 112—VOC: 0.580 tpy based on a 12-month consecutive period

   • Source 123—VOC: 0.029 tpy based on a 12-month consecutive period

  • All conditions from the facility operating permit revised on January 19, 2016, for this source remain in effect unless modified in this plan approval.

  • The emissions at the outlet of the control (Oxidation Catalyst / SCR) shall not exceed the following:

   • NOx: 0.075 g/hp-hr (compliance with this requirement will show compliance with 40 CFR 60 Subpart JJJJ Table 1)

   • CO: 0.125 g/hp-hr (compliance with this requirement will show compliance with 40 CFR 60 Subpart JJJJ Table 1)

   • VOC (NMNEHC as methane): 0.072 g/hp-hr (compliance with this requirement will show compliance with 40 CFR 60 Subpart JJJJ Table 1)

   • PM10: 0.039 g/hp-hr

   • PM2.5: 0.039 g/hp-hr

   • SOx: 0.039 g/hp-hr

  • The engine shall exhaust through the TANN RTO (C505C) at least 50% of the operating time.

  • If engines are certified engines for 40 CFR 60 Subpart IIII purposes, the facility shall conduct an initial stack test for NOx, CO, and VOC. Additional testing at operating permit renewal is required.

  • The permittee shall maintain records of the following:

   • Total hours operated on a 12-month rolling total

   • Total hours operated when exhausting through the TANN RTO (C505C) on a 12-month rolling total

  • The source is subject to 40 CFR 60 Subpart JJJJ and 40 CFR 63 Subpart ZZZZ.

 • Source 506 (Surplus Wood Duct Collection System)

  • Emissions shall comply with 25 Pa. Code §§ 123.1, 123.31 and 123.41 for fugitive, odor, and visible emissions respectively.

  • No person may permit the emission into the outdoor atmosphere of particulate matter in a manner that the concentration of total particulate matter (both filterable and condensable) in the effluent gas exceeds 0.005 grain per dry standard cubic foot.

  • Emissions shall not exceed the following:

   • PM: 1.77 tpy based on a 12-month rolling total

   • PM10: 1.77 tpy based on a 12-month rolling total

   • PM2.5: 1.77 tpy based on a 12-month rolling total

  • Initial testing shall be conducted for total particulate matter (both filterable and condensable). Additional testing at operating permit renewal is required.

  • All recordkeeping shall commence upon startup of the source/control device. All records shall be kept for a period of five (5) years and shall be made available to the Department upon request.

  • The permittee shall maintain a record of all preventive maintenance inspections of the control device. These records shall include, at a minimum, the dates of the inspections, the name of the person performing the inspection, any problems or defects identified, any actions taken to correct the problems or defects, and any routine maintenance performed.

  • The permittee shall record the following operational data from the baghouse (these records may be done with strip charts recorders, data acquisition systems, or manual log entries):

   • Pressure differential—daily defined as once per calendar day

   • Visible emission check—daily defined as once per calendar day

  • The permittee shall perform a daily operational inspection of the control device. As part of this operational inspection the facility shall monitor the pressure drop across the baghouse and shall conduct a visible emission (VE) observation of the baghouse stack. The VE observation shall be 60 seconds in length with reading every 15 seconds and if any visible emissions are observed, a Method 9 observation (30 minutes in duration) shall be conducted to determine compliance with the opacity limitations.

  • The permittee shall perform a monthly preventive maintenance inspection of the control device.

  • The permittee shall adhere to the approved indicator range for the baghouse so that operation within the range shall provide reasonable assurance of compliance. A departure from the specified indicator range over a specified averaging period shall be defined as an excursion. The approved indicator ranges for the following shall be determined during the initial performance test or any subsequently approved performance tests unless otherwise stated:

   • Pressure drop: 1.0 to 7.0 inches water gage or as established during compliant testing

   • Opacity greater than 20%

  • The permittee shall operate the control device at all times that the source is in operation.

  • The permittee shall maintain and operate the source and control device in accordance with the manufacturer's specifications and in accordance with good air pollution control practices.

  • From 40 CFR 60.4233(e):

   • NOx: 1.0 g/bhp-hr (82 ppmvd @ 15% O2)

   • CO: 2.0 g/bhp-hr (270 ppmvd @ 15% O2)

  • From 40 CFR 60.4243(b):

   • Purchasing an engine certified according to procedures specified in this subpart, for the same model year and demonstrating compliance according to one of the methods specified in paragraph (a) of this section.

   • Purchasing a non-certified engine and demonstrating compliance with the emission standards specified in § 60.4233(d) or (e) and according to the requirements specified in § 60.4244, as applicable, and according to paragraphs (b)(2)(i) and (ii) of this section.

    • Not applicable

    • If you are an owner or operator of a stationary SI internal combustion engine greater than 500 HP, you must keep a maintenance plan and records of conducted maintenance and must, to the extent practicable, maintain and operate the engine in a manner consistent with good air pollution control practice for minimizing emissions. In addition, you must conduct an initial performance test and conduct subsequent performance testing every 8,760 hours or 3 years, whichever comes first, thereafter to demonstrate compliance.

 • 40 CFR 63 Subpart ZZZZ

  • From 40 CFR 63.6590(c):

   • Stationary RICE subject to Regulations under 40 CFR Part 60. An affected source that meets any of the criteria in paragraphs (c)(1) through (7) of this section must meet the requirements of this part by meeting the requirements of 40 CFR part 60 subpart IIII, for compression ignition engines or 40 CFR part 60 subpart JJJJ, for spark ignition engines. No further requirements apply for such engines under this part.

   • A new or reconstructed stationary RICE located at an area source

In these situations, the Department should follow the procedures described in §§ 127.421 to 127.431 for state only operating permits or §§ 127.521 to 127.524 for Title V operating permits.

24-131R: SGL Carbon LLC (900 Theresia Street, St Marys, PA 15857), for the proposed construction of a new Chemical Vapor Deposition Reactor (# 16) and scrubber located in Building 500 CVD Operations in St Marys City, Elk County. This is a State Only facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the State Only operating permit at a later date.

 Plan approval No 24-131R is for the proposed construction of a new Chemical Vapor Deposition Reactor (# 16) and scrubber located in Building 500 CVD Operations. This Plan Approval will contain emission restriction, testing, recordkeeping, work practice standard and additional requirement conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:

 • Source 7111 (CVD Reactor 16)

  • Total particulate matter emissions from the source, as measured from the scrubber stack, shall not exceed 0.04 grain/dscf.

  • HCl emissions from the source, as measured from the scrubber stack, shall not exceed 0.02 lb/hour, averaged over the reaction period (Deposition Cycle).

  • Conduct an initial stack test for HCl and a subsequent at operating permit renewal.

  • The permittee shall maintain a record of all preventative maintenance inspections of the control device. These records shall, at a minimum, contain the dates of the inspections, any problems or defects, the actions taken to correct the problems or defects, and any routine maintenance performed.

  • The permittee shall maintain a record of the following from the operational inspections:

   • Low flow alarm check

   • Low pH alarm check

  • The permittee shall record the following operational data from the control device (these records may be done with strip charts recorders, data acquisition systems, or manual log entries):

   • Pressure drop at the scrubber stack—at least once during each product run.

   • pH of scrubber liquid solution—hourly when scrubber is in operation.

   • Scrubber makeup liquid flow rate—daily defined as at least once every calendar day.

   • Scrubber sprayhead flow rate—daily defined as at least once every calendar day.

  • The permittee shall record all excursions and corrective actions taken in response to an excursion and the time elapsed until the corrective actions have been taken.

  • The permittee shall perform a daily operational inspection of the source and control device.

  • The permittee shall operate the control device at all times that the source is in operation.

  • The permittee shall maintain and operate the source and control device in accordance with the manufacturer's specifications and in accordance with good air pollution control practices.

  • The permittee shall adhere to the approved indicator range for the control device so that operation within the range shall provide reasonable assurance of compliance. A departure from the specified indicator range over a specified averaging period shall be defined as an excursion. The approved indicator ranges for the parameters are, as follows or as determined during the initial performance test or any subsequently approved performance tests unless otherwise stated:

   • Scrubber pressure drop—range to be determined within 90 days after startup. The facility shall submit the proposed range to the Department no later than 120 days after startup for review.

   • Scrubber liquid pH greater than 11.0 on daily average.

   • Scrubber inlet water flow rate greater than or equal to 15 gallons/hour.

   • Scrubber sprayhead flow rate greater than or equal to 8 gallons/minute.

  • The permittee, with prior Departmental approval, may conduct additional performance tests to determine a new control device operating ranges.

 Notice is hereby given under 25 Pa. Code §§ 127.44 and 127.45, that the Department of Environmental Protection (Department) intends to issue a Plan Approval on the proposed Air Quality application 35-00070A for Archbald Energy Partners , LLC (the Permittee), 72 Glenmaura National Blvd., Moosic, PA 18507 to construct and operate a natural-gas-fired combined-cycle (NGCC) power plant to produce approximately 485 MW of electricity at the facility to be located in Archbald Borough, Lackawanna County as described in the Permittee's February 2, 2016 Plan Approval Application and any other subsequent supplemental submissions.

 Plan Approval No. 35-00070A is for the construction and operation of a natural-gas-fired combined-cycle power plant consisting of a combustion gas turbine (CT) and a steam turbine (ST) with duct burners in the heat recovery steam generator (HRSG), one diesel-fired emergency generator, one diesel-fired fire water pump, an air cooled condenser, and one aqueous ammonia storage tank at the proposed Archbald Energy Partners, LLC's NGCC Plant to be located in Archbald Borough, Lackawanna County.

 The company proposes to construct a NGCC plant consisting of a GE model 7HA.02 or equivalent combined cycle natural-gas-fired turbine. The HRSG will be equipped with natural-gas-fired duct burner (DB). The facility will be capable of producing approximately 485 MW (Nominal)) of electricity. The maximum heat input rating of the CT is 3,269 MMBTU/hr. The DB will have a maximum heat input rating of 111 MMBTU/hr. The company proposes to control the nitrogen oxides emissions using a dry low-NOx (DLN) combustor and selective catalytic reduction (SCR). To control the carbon monoxide (CO) and volatile organic compounds (VOCs) emissions, the company proposes to utilize combustion controls and oxidation catalysts.

 The 670 bhp diesel-fired emergency generator and the 450 bhp diesel-fired fire pump will be restricted to a maximum of 100 hours of operation each, in any 12 consecutive month period, for non-emergency operation. The maximum sulfur content of the diesel fuel fired in these engines will be 15 ppm.

 The facility will be subject to NSPS Subpart KKKK, TTTT, IIII and 25 Pa. Code § 127.12(a)(5) Best Available Technology (BAT) requirements. The visible emission will be equal to or less than 10% at any time. The company shall be subject to and comply with 25 Pa. Code § 123.31 for malodorous emissions.

 Emissions from the turbines will meet BAT, NSPS Subpart KKKK & TTTT requirements. Emissions from the emergency generator engine will meet BAT & NSPS Subpart IIII requirements. The Plan Approval and Operating Permit will include testing, monitoring, record keeping and reporting requirements designed to keep the sources operating within all applicable air quality requirements.
