PERMITS FOR CAFOs

 The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

PREAMBLE 2


The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

 For further information concerning plans or reports, contact the environmental cleanup program manager in the Department regional office under which the notice of receipt of plans or reports appears. If information concerning plans or reports is required in an alternative form, contact the community relations coordinator at the appropriate regional office. The report is intended to document remediation of the site to meet the Site-Specific Standard.

The report is intended to document remediation of the site to meet the Background and Statewide Health Standard.

Sondh Freight Systems Diesel Fuel & Motor Oil Cleanup, US Route 15N near River Road, Lewisburg, East Buffalo Township, Union County. Northridge Group, Inc., P.O. Box 231, Northumberland, PA 17857, on behalf of Sondh Freight Systems, Inc., 135 Oatfield Road, Brampton, ON L6R 1Y6, has submitted a Final Report concerning site soil contaminated with diesel fuel and motor oil. The report is intended to document remediation of the site to meet the Statewide Health Standard.

The report is intended to document remediation of the site to meet the Statewide Health Standard.

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

EQT Former S Pad Impoundment, 782 Antrim Road, Duncan Township, Tioga County. Groundwater Sciences Corporation, 2601 Market Place St, Suite 310, Harrisburg, PA 17110, on behalf of EQT Production Company, 625 Liberty Avenue, Pittsburgh, PA 15222, has submitted a Final Report concerning remediation of site soil and groundwater contaminated with flowback fluid. The report demonstrated attainment of the Statewide Health Standard and was approved by the Department on May 16, 2019.

Vitali Property, 14025 Upper Maple Drive, Newton Township, Lackawanna County. Crawford Environmental Services, 20 Cardinal Drive, Birdsboro, PA 19508, on behalf of Fred Lance Fuel Company, 201 Monroe Street, Old Forge, PA 18518, submitted a Final Report concerning remediation of soil and groundwater contaminated as the result of a release of heating oil. The report documented remediation of the site to meet residential Statewide Health Standards and was approved by DEP on May 22, 2019.

Jairdullo Property, 3341 Sherwood Road, Palmer Township, Northampton County. JMT Industrial & Environmental Contracting, 710 Uhler Road, Easton, PA 18045, on behalf of Vincent and Sharon Jairdullo, 3341 Sherwood Road, Easton, PA 18045, submitted a Final Report concerning remediation of soil contaminated by releases from an underground storage tank that contained heating oil. The report documented remediation of the site to meet residential Statewide Health Standards and was approved by DEP on May 28, 2019.

Permitted sources at the facility included a gas-fired/oil-fired boiler, furnaces, dryers, distillation columns, process vessels, storage tanks, fire pump engines, and miscellaneous chemical process manufacturing equipment. The facility is Title V because of its potential to emit VOCs. The facility has been subject to Federal and State regulations that include 40 CFR 60 Subpart VV, 40 CFR 63 Subparts ZZZZ and JJJJJJ, Compliance Assurance Monitoring (40 CFR Part 64), and RACT I (25 Pa. Code §§ 129.91—129.95). In this renewal, permit changes for the gas-fired/oil-fired boiler include addition of 25 Pa. Code § 123.22's provisions for fuel oil, addition of operating hour restriction to ensure gas-fired boiler status, and update of 40 CFR 63 Subpart JJJJJJ. For the two fire pump engines, permit change is addition of operating hour restrictions to demonstrate compliance with existing NOx limits. The RACT II alternative requirements (Case-by-Case) for the two distillation columns and dryers will be reviewed separate from this renewal. Pursuant to § 129.96(a) and (c), none of the sources are subject to RACT II presumptive requirements.

The facility's primary emission sources include miscellaneous natural gas combustion, natural gas-fired space heaters, four (4) chrome plating tanks, and miscellaneous VOC sources. The potential emissions of the primary pollutants from the facility are as follows: 2.194 TPY (tons per year) NOx, 0.974 TPY CO, 0.324 TPY VOC, 0.112 TPY total HAPs, 0.001 TPY Chromium, 0.057 TPY filterable PM-10 and PM-2.5, and 0.013 TPY SOx; thus, the facility is a natural minor. The chrome plating tanks are subject to 40 CFR Part 63 Subpart N, the NESHAP for Chromium Emissions from Hard Chromium Electroplating and Chromium Anodizing Tanks. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

43-00363: Pennex Aluminum Company, (93 Werner Road, Greenville, PA 16125-9499). On May 21, 2019, the Department issued a Natural Minor State-Only Operating Permit to a facility which performs supplies aluminum extrusions from casting billets to extruding custom shapes. This facility is located in Sugar Grove Township, Mercer County. The primary sources at the facility are the holding furnace, two (2) melting furnaces, two (2) homogenizing furnaces, and three (3) billet saws. Site level emission totals have been calculated for all applicable criteria pollutants and are below Title V levels. This facility estimates the following site level totals: PM-10, 11.52 tons per year (tpy), SOx, 0.24 tpy; CO, 33.08 tpy; NOx, 36.05 tpy; VOC, 2.17 tpy and HAPs, 3.0 tpy. The permit contains emission restrictions, along with testing, monitoring, recordkeeping, reporting, work practice and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
