2020 Annual Action Plan; First Public Hearing; Pennsylvania Housing Advisory Committee Meeting

 The Department of Community and Economic Development (Department) is preparing the Commonwealth's 2020 Annual Action Plan of the Consolidated Plan for 2019—2023. The Consolidated Plan (Plan) is a document submitted to the United States Department of Housing and Urban Development (HUD) every 5 years analyzing the needs of the nonentitlement areas of the State in the areas of housing including special needs, community development, homelessness prevention and economic development. From this analysis a unified strategy for housing, homelessness and community development programs, including the necessary linkages for building successful neighborhoods and communities, is created. The Annual Action Plan is the annual application to HUD for Federal funds administered by the Commonwealth for the nonentitlement communities of the State. The HUD funding programs covered by the Plan and administered by the Department are the Community Development Block Grant (CDBG), the HOME Investment Partnerships (HOME), the Emergency Solutions Grant (ESG), CDBG Disaster Recovery (CDBG-DR) and Neighborhood Stabilization Program (NSP 1 & 3) programs. The Plan also covers the following programs, which other state agencies administer: the Department administers the Housing Opportunities for Persons with AIDS (HOPWA) programs. The Pennsylvania Housing Finance Agency administers the National Housing Trust Fund (HTF)

First Public Hearing

 The first public hearing for the 2020 Annual Action Plan will be conducted electronically by means of the Internet on Wednesday, October 23, 2019, at 2 p.m. This more widely available computer access will replace the onsite public hearing, though interested persons may attend the meeting in person at the Department offices on the 4th Floor, Commonwealth Keystone Building, E-Commerce Lab, Harrisburg, PA. The format will be more accessible than in an in-person hearing because those who wish to make comment or discuss policy may participate directly from their telephone, personal computer or from a computer located at their public library.

 Any individual or organization may give testimony or comments by means of the Internet. Comments will be accepted about topics related to the needs of the Commonwealth in the following areas: community development; housing including special needs; homelessness; economic development; any changes to the method of distribution of the existing Federal programs; and the process by which the public input is gathered. In addition, a summary of the Fiscal Years 2014—2018 accomplishments will be presented. The Commonwealth encourages public participation in this process.

Pennsylvania Housing Advisory Committee

 The Pennsylvania Housing Advisory Committee (Committee) is responsible for reviewing Statewide housing, community development and support services, needs and priorities, as well as advising the Department in the preparation of the Commonwealth's Plan, Annual Action Plans and the coordination of Federal, State and local resources to manage the implementation of these plans.

 As part of the planning process for the Plan for the 2020 Annual Action Plan, the Committee will be meeting in an open, public forum to discuss the needs of the Commonwealth in terms of housing including special needs, community development, homelessness and economic development. Reports from the six Department regions will be presented on the needs in their respective areas of this Commonwealth. There will also be a summary of the performance of the 2014—2018 program years for the CDBG, HOME, ESG, CDBG-DR, NSP 1 & 3, HOPWA programs and HTF.

 Persons who wish to attend the Committee meeting may use the following information to join. There will be Skype capability to attend the meeting remotely.
