 Under section 2002(b) of The Administrative Code of 1929 (71 P.S. § 512(b)) establishing the Department of Transportation (Department), the Acting Director of the Bureau of Project Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the following listed projects. Environmental and Section 4(f) Documentation have been developed for the following identified projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed identified projects, and all reasonable steps have been taken to minimize such effects.

• SR 0000, Section L00—Oil Creek and Cherrytree Townships, Venango County.

Project Description: The project is the rehabilitation of the bridge that carries Miller Farm Road (T-635) over Oil Creek.

Environmental Documents: CE 2 Evaluation approved on July 31, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on July 16, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.31-acre of right-of-way (ROW) will be required from the 6,200-acre Oil Creek State Park, which qualifies as a Section 4(f)/2002 resource.

• SR 3016, Section 008—Canton Borough, Bradford County.

Project Description: The project is the replacement of the bridge that carries Lower Mountain Road (SR 3016) over Mill Creek.

Environmental Documents: CE BRPA Evaluation approved on July 10, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on July 3, 2019.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.004-acre of ROW will be required from the Canton Steam Mills Historic District, which was determined to be eligible for listing on the National Register of Historic Places (NRHP).

• SR 1017, Section 03B—Albany Township, Berks County.

Project Description: The project is the replacement of Stump's Bridge that carries Creek Road (SR 1017) over Kistler Creek.

Environmental Documents: CE 2 Evaluation approved on September 4, 2019, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 2, 2019, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on June 13, 2019.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.036-acre of ROW will be required from Bachman's Implements, which was determined to be eligible for listing on the NRHP. Stump's Bridge was also determined to be eligible for listing on the NRHP.

• SR 0000, Section MG2—Plymouth Township, Montgomery County.

Project Description: The Ridge Pike Improvement Project is the rehabilitation, reconstruction and widening of a 1.1-mile section of Ridge Pike. The bridge that carries Ridge Pike (Montgomery County Bridge 257) over Norfolk Southern Railroad will also be replaced.

Environmental Documents: CE 1b Reevaluation approved on September 9, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved August 12, 2019.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.245-acre of ROW and 0.031-acre of aerial easement will be required from the Pennsylvania Railroad, Morrisville Line, which was determined to be eligible for listing on the NRHP.

• SR 0313, Section B02—Doylestown, Hilltown, New Britain and Plumstead Townships, Bucks County.

Project Description: The SR 0313 Improvement Project is the reconstruction of a 2.3-mile section of Swamp Road, from Ferry Road (SR 0313) to Broad Street. The bridge carrying Swamp Road over the North Branch of Neshaminy Creek will be replaced.

Environmental Documents: CE 1b Reevaluation approved on July 16, 2019, two forms of a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties, both approved on June 19, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on June 19, 2019.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.62-acre of ROW will be required from the Shelly Farmstead and approximately 0.04-acre of ROW will be required from the Jefferson Grier Farmstead. Both properties were determined to be eligible for listing on the NRHP. Approximately 0.12-acre of drainage easement will be required from the 1,500-acre Peace Valley Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0000, Section SRT—North Coventry Township, East Coventry Township, East Vincent Township, Spring City Borough and East Pikeland Township, Chester County.

Project Description: The project is the construction of a 9.62-mile shared use path for nonmotorized modes of travel and parallels the Schuylkill River.

Environmental Documents: CE 2 Evaluation approved on August 22, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on December 6, 2018.

Proposed Use of Section 4(f)/2002 Resource: The proposed trail will be constructed on a degraded portion of the towpath off the Schuylkill Navigation Canal, which was determined eligible for listing on the NRHP.

• SR 7412, Section NNA—Narberth Borough and Lower Merion Township, Montgomery County.

Project Description: The project is the replacement of the bridge carrying North Narberth Avenue over the Amtrak Keystone Line.

Environmental Documents: CE 2 Reevaluation approved on July 25, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on July 1, 2013.

Proposed Use of Section 4(f)/2002 Resource: An aerial easement of approximately 0.079-acre and a highway easement of approximately 0.104-acre will be required from the Pennsylvania Railroad Main Line (Philadelphia to Harrisburg), which is listed on the NRHP.

• SR 2043, Section BBR—Middletown and Lower Southampton Townships, Bucks County.

Project Description: The project is the replacement of the bridge carrying Brownsville Road (SR 2043) over Neshaminy Creek.

Environmental Documents: CE 1b Reevaluation approved on July 30, 2019, and two forms of a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, both approved on April 1, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.07-acre of ROW will be required from the 3.45-acre Periwinkle Park and approximately 0.1-acre of ROW will be required from the 3.78-acre Jay Dunlap Memorial Park. Both parks qualify as Section 4(f)/2002 resources.

• SR 0011, Section 094—Chambersburg Borough, Franklin County.

Project Description: The project is the replacement of the bridge that carries SR 0011 over Falling Spring Branch.

Environmental Documents: CE 2 Evaluation approved on September 11, 2019, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on July 10, 2019.

Proposed Use of Section 4(f)/2002 Resources: The concrete arch bridge is considered a contributing element to the Chambersburg Historic District, which is listed on the NRHP.

• SR 2014, Section 84M—Williamsport City, Lycoming County.

Project Description: The project is the reconstruction of portions of SR 2014 from Campbell Street to Basin Street and SR 2060 from Via Bella to Third Street.

Environmental Documents: ED 1b Evaluation approved on July 9, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on July 3, 2019.

Proposed Use of Section 4(f)/2002 Resources: Small areas of ROW will be required for Americans with Disabilities Act compliant ramps, from Millionaire's Row Historic District and Williamsport Downtown Historic District. Millionaire's Row Historic District is listed on the NRHP, and the Williamsport Downtown Historic District was determined to be eligible for listing on the NRHP.

• SR 0078, Section 13B—Hamburg Borough and Tilden Township, Berks County.

Project Description: The project is the widening of SR 0078 from Exit 29 (SR 0061 Interchange) to Exit 30 (North 4th Street/Hamburg), and the existing bridge over the Schuylkill River and the Reading Blue Mountain and Northern Railroad will also be widened.

Environmental Documents: CE 2 Reevaluation approved on August 22, 2019, five forms of a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, four approved on August 15, 2019, and one approved on August 19, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on August 15, 2019.

Proposed Use of Section 4(f)/2002 Resources: The Schuylkill River is a Fish and Boat Commission designated public recreational water trail and is included in the Department of Conservation and Natural Resources' Scenic Rivers Programs in the Commonwealth. The Schuylkill River qualifies as a Section 4(f)/2002 resource and approximately 0.12-acre of ROW and 0.23-acre of aerial easement will be required from the resource.

 The Schuylkill River Desilting Project, Impounding Basin No. 1 (Kernsville Basin) was determined to be eligible for listing on the NRHP. The Kernsville Basin is located within the Kernsville Dam Recreation Area (KDRA). The KDRA is a 252-acre day use park and conservation area which qualifies as a Section 4(f)/2002 resource. Approximately 0.009-acre of ROW and 0.77-acre of permanent aerial easement will be required from the two resources.

 The Therman Madiera Switchback Trail runs through the KDRA and is part of the Schuylkill River Trail. Approximately 0.008-acre of permanent aerial easement will be required from the Schuylkill River Trail/Therman Madiera Switchback Trail, which qualifies as a Section 4(f)/2002 resource.

 Approximately 0.02-acre of ROW, 0.07-acre of aerial easement, 0.08-acre drainage easement and 0.01-acre of slope easement will be required from the 22.61-acre Hamburg Community Park, which qualifies as a Section 4(f)/2002 resource. The Hamburg Community Park is also known as the Etchberger Memorial Park.

• SR 0309, Section 12M—South Whitehall, Upper Macungie, Lower Macungie and City of Allentown, Lehigh County.

Project Description: The project is the redesign and replacement of the existing SR 0309 and Tilghman Street (SR 1002) Interchange. The bridges over Tilghman Street and Broadway Street will be reconstructed, and other bridges will be replaced or rehabilitated.

Environmental Documents: CE 1b Evaluation approved on September 23, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on July 22, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.784-acre of ROW will be required from the 156-acre Lehigh County Sports Field Complex/Cedar Creek Parkway West, which qualifies as a Section 4(f)/2002 resource.

• SR 0164, Section 002—Portage Borough and Portage Township, Cambria County.

Project Description: The project is the resurfacing of SR 0164 from North Railroad Avenue to the Blair County line. Sidewalks will also be replaced in kind, three pipes will be replaced, a bridge deck will be replaced and a curve will be realigned as part of the project.

Environmental Documents: CE 1b Evaluation approved on July 3, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 23, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.139-acre of ROW will be required from the Portage Historic District, which is listed on the NRHP.

• SR 2002, Section SLD—Delaware Township, Pike County.

Project Description: The project is a slide remediation along Wilson Hill Road (SR 2002) and will include the installation of a retaining wall, the reconstruction of the eastbound lane, guide rail, drainage and pavement markings.

Environmental Documents: ED 1b Evaluation approved on July 9, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on June 19, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.075-acre of permanent slope easement will be required from the 70,000-acre Delaware Water Gap National Recreation Area, which qualifies as a Section 4(f)/2002 resource.

• SR 0022, Section 49S—Hollidaysburg Borough, Blair County.

Project Description: The project is the realignment of the intersections of US 22, North Juniata Street, Allegheny Street and Newry Street. The bridge that carries Allegheny Street over the Beaverdam Branch of the Juniata River will be rehabilitated.

Environmental Documents: ED 1b Reevaluation approved on July 17, 2019, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 17, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on May 17, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.28-acre of ROW will be required from the 62-acre Gayport Historic District, which was determined to be eligible for listing on the NRHP. The Allegheny Street Bridge over the Beaverdam Branch of the Juniata River was determined to be eligible for the NRHP. Approximately 0.03-acre of ROW will be required from the 0.14-acre Jaycee Memorial Park and Flower Garden, which qualifies as a Section 4(f)/2002 resource.

• SR 7411, Section 131—Mount Union Borough, Huntingdon County.

Project Description: The project is the replacement of the bridge carrying South Moore Avenue over Hill Valley Creek.

Environmental Documents: CE BRPA Evaluation approved on July 19, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on July 15, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.098-acre of ROW will be required from the 23.47-acre Mount Union Municipal Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0949, Section 554—Eldred, Heath and Washington Townships, Jefferson County.

Project Description: The project is the replacement of the bridge that carries SR 0949 over Pine Run.

Environmental Documents: ED 1b Evaluation approved on September 16, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on July 24, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.42-acre of ROW will be required from the 16,229-acre Clear Creek State Forest, which qualifies as a Section 4(f)/2002 resource.

• SR 0000, Section NA—City of Pittsburgh, Allegheny County.

Project Description: The City of Pittsburgh plans to design and construct a new multiuse trail that will provide pedestrian and bicyclist access to amenities along Washington Boulevard. The trail will parallel Washington Boulevard and connect to the trails from Highland Park, to the Negley Run Boulevard Bike Lanes and to the Bud Harris Cycletrack.

Environmental Documents: CE 1a Evaluation approved on August 27, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on August 8, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 1.12-acre of permanent trail easement will be required from the 388-acre Highland Park, which qualifies as a Section 4(f)/2002 resource.

• SR 4017, Section 028—Troy Township, Bradford County.

Project Description: The project is the remediation of landslides along SR 4017.

Environmental Documents: ED 1b Evaluation approved on September 17, 2019, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on September 12, 2019.

 • Proposed Use of Section 4(f)/2002 Resources: Approximately 0.16-acre of ROW will be required from the 23.33-acre Troy Area School District Recreational Area, which qualifies as a Section 4(f)/2002 resource.
