PUBLIC WATER SUPPLY PERMITS Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.
Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.
Following the comment period, the Department will make a final determination regarding the proposed permit. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.
The permit application and related documents are on file at the office listed before the application and available for public review. Arrangements for inspection and copying information should be made with the office listed before the application.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent (NOI) to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a (NOI) to Remediate with the Department. A NOI to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following identified site(s), proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the following specified date. During this comment period the municipality may request that the following identified person, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

28-03068B: Pennsylvania Cherry LLC (P.O. Box 269, Mercersburg, PA 17236-0269) for the construction of a new lumber drying kiln at the lumber manufacturing facility located in Montgomery Township, Franklin County. This equipment will supplement the existing lumber kiln. The new sitewide PTE is calculated as 17.63 tpy of VOCs, 36.34 tpy NOx, 79.53 tpy CO, 8.82 tpy of PM10, 7.86 tpy of PM2.5, 8.18 tpy of HAP and 3.16 tpy SOx emissions. DEP's review of the information submitted by the applicant indicates that the air contamination sources as installed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code § 127.12. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval may be incorporated into a State Only Operating Permit pursuant to the provisions of 25 Pa. Code Chapter 127.
28-03040B New Enterprise Stone & Lime Co (3912 Brumbaugh Road, Chambersburg, PA 17202) to issue a plan approval to replace a cone crusher at the Chambersburg Quarry located in Guilford Township, Franklin County. A 443 tph cone crusher will replace a 425 tph cone crusher. The potential PM emissions from the source will be 2.99 tpy. The actual emissions increase from the source, which is offset by the unit being replaced, and based on estimated 2,500 hours per year, is estimated at 0.027 tpy. The plan approval will include emission limits and work practice standards along with monitoring, recordkeeping, and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions for Federal 40 CFR 60 Subpart OOO—Standard of Performance for Nonmetallic Mineral Processing Plants. DEP's review of the information submitted by the applicant indicates that the air contamination sources as installed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code § 127.12. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into a State Only Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

36-05027: LSC Communications (216 Greenfield Road, Lancaster, PA 17601-5885) to issue a Title V Operating Permit for the Lancaster East printing facility located in Lancaster City, Lancaster County. Actual emissions from the facility in 2019 were reported to be 23.82 tons CO, 14.51 tons NOx, 2.35 tons PM10/PM2.5, 3.03 tons SOx, 161.41 tons VOC, 98.30 tons of a single HAP (toluene), and 103.67 tons of combined HAPs. The Title V Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 25 Pa. 53-00001: Tennessee Gas Pipeline Company, LLC (1001 Louisiana Street, Houston, TX 77002) for the Title V permit renewal authorization for their Compressor Station 313 facility in Hebron Township, Potter County. The sources for the facility consist of thirteen (13) compressor engines, several combustion sources and process heaters, an emergency generator engine, fugitives such as flanges, valves, compressor seals, etc., gas venting activities including blowdowns, and several aboveground storage tanks, as well as a natural gas dehydration process equipped with a thermal oxidizer. The type and quantity of pollutants emitted on a facility-wide potential emission basis are, as follows: NOx (as NO2)—413.8 tons per year (tpy), CO—1,743.7 tpy, SOx—0.6 tpy, PM2.5—17.1 tpy, VOC—177.4 tpy, HAP—30.2 tpy, and GHG (as CO2e)—113,444 tpy. No modifications to the facility occurred during the permit term. The facility includes sources that are subject to Federal requirements as specified in 40 CFR Parts 60, 63 and 64, relating to the Standards of Performance for New Stationary Sources, the National Emission Standards for Hazardous Air Pollutants for Source Categories, and the Compliance Assurance Monitoring, respectively. 09-00168: Fiberglass Technologies, Inc. (1610 Han- ford Street, Levittown, PA 19057), located in Bristol Township, Bucks County, for a renewal of State Only (Synthetic Minor) Operating Permit No. 09-00168. Fiberglass Technologies, Inc. (FTI), manufactures architectural ornamentation products (e.g., column covers, cornice, moldings, door surroundings, etc.) out of reinforced plastics/composites for use in the building industry. To this end, FTI operates and maintains two spray booths, from which the main pollutant emitted is styrene, a volatile organic compound (VOC) and a hazardous air pollutant (HAP). The potential to emit styrene from the facility exceeds 25 tons per year; however, VOC and HAP emissions from the facility are each restricted to less than 2.7 tons per year. Therefore, the facility is categorized as Synthetic Minor.
No changes have occurred at the facility since the State Only Operating Permit (SOOP) was previously renewed in May 2015. The renewal SOOP will continue to include monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

Code §§ 127.424, 127.425 and 127.521, the Department is providing notice of intent to issue a natural minor State Only Operating Permit for the operation of a fiberglass-impregnated electric insulators facility located in North Huntingdon Township, Westmoreland County.
Irwin Insulator Plant operates one paint booth, one sander, two parts washers, three grinding booths, six machining lathes, three mixers, and two resin mixers. This facility emitted 0.606 ton PM, 1.23 tons VOCs, and 0.244 ton HAPs in 2019. The facility is limited to 5.0 tons PM, 5.0 tons VOCs, and 2.0 tons HAPs per 12-consecutive month period (12-cmp). The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for each unit.

65-01033: Unifirst Corporation (1150 2nd Avenue, New Kensington, PA 15068) synthetic minor operating permit for the operation of a laundering facility located in the city of New Kensington, Westmoreland County. Sources of emissions at the facility include eight (8) dryers and sixteen (16) washers of various capacities, one (1) 14.645 MMBtu/hr Cleaver Brooks natural gas-fired boiler, wastewater treatment operations, two (2) 15-gallon parts washers, and miscellaneous sources including two (2) steam tunnels, four (4) HVAC units, one (1) water heater, and twenty-six (26) space heaters. The facility's potential-to-emit is estimated to be the following, based on a throughput restriction of 5,750,000 lbs of laundered towels processed: 24.8 TPY VOC; 13.0 TPY CO; 1.2 TPY PM-10; 1.2 TPY PM-2.5; 15.5 TPY NOx; 4.6 TPY total HAP; 2.3 TPY single HAP; 0.1 TPY SOx, and 18,600 TPY CO2e. This facility is subject to the applicable requirements of 25 Pa. Code Chapters 121—145. The proposed synthetic minor State-Only Operating Permit includes emission restrictions, throughput restrictions, monitoring, recordkeeping, reporting, and work practice standards requirements for the site.

43-00036: Hodge Foundry, Inc. (42 Leech Road, Greenville, PA 16125-9724), the Department intends to issue the renewal of the State-Only Operating Permit of a gray iron foundry located in Hempfield Township, Mercer County. Permitted air contamination sources are electric induction furnaces, inoculation, pouring and cooling, shakeout, finishing operations, heat treating furnaces, coating operations, sand reclamation, core and mold preparation, and other supporting activities. To maintain VOC and HAP emissions below major source thresholds, the facility is subject to elective restrictions of 49.5 tons VOC, 24.5 tons combined HAPs, and 9.5 tons single HAP in any 12-month rolling period. OP20-000023: AT&T Corporation, 500 S 27th Street, Philadelphia, PA 19146, for the operation of telephone communications, in the City of Philadelphia, Philadelphia County. The facility's air emission sources include six (6) turbine emergency generators firing kerosene fuel each rated 1,073 HP and one (1) emergency generator firing diesel fuel rated 1,676 HP.
