63-00937: MarkWest Liberty Midstream & Resources, LLC (4600 J. Barry Ct, Ste 500, Canonsburg, PA 15317-5854). On October 13, 2020, the Department of Environmental Protection issued an initial synthetic minor State-Only Operating Permit for the operation of the MarkWest Fulton natural gas compressor station located in Mount Pleasant Township, Washington County. 65-00143: Hanson Aggregates BMC, Inc./Torrance Quarry (2200 Springfield Pike, Connellsville, PA 15425-6412). On October 14, 2020, the Department issued a Natural Minor Operating Permit renewal for the operation of the facility's air contamination sources consisting of one 500 tph limestone processing plant, one 400 tph limestone processing plant, two large diesel fuel tanks (12,000 gallons and 10,000 gallons), and five small diesel engines between 20 hp and 120 hp each. Limestone Processing Plant #1 is limited to 5,000 hours of operation per 12-consecutive month period (12-cmp) and 2,500,000 tons of crushed stone per 12-cmp. Limestone Processing Plant #2 is limited to 1,820 hours of operation per 12-cmp and 736,000 tons of crushed stone per 12-cmp. The small diesel engines are limited to 1,000 hours of operation per 12-cmp each. The facility is limited to 0.04 gr/dscf particulate matter and 500 ppmv sulfur oxides. The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for each unit located at the facility in Derry Township, Westmoreland County.

37-00266: Shenango Area School District (2501 Old Pittsburgh Road, New Castle, PA 16101-6095). On September 1, 2020, the Department issued a renewal of the State Only Operating Permit for the two Tri-Fuel Boilers (6.4 mmbtu/hr, each), miscellaneous natural gas combustion units (total of 2.5 mmbtu/hr), and two diesel fired emergency generators at the High School located in Shenango Township, Venango County. The facility is a Natural Minor. The permit contains a requirement which only allows natural gas fuel usage since the boilers have not been fired on coal since April 2010. The emergency generator is exempt from 40 CFR 63 Subpart ZZZZ provided the facility operates the engine in compliance with § 63.6640(f).

The Following Plans and Reports Were Submitted Under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).

 Provisions of 25 Pa. Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard.  Cambria District Mining office has received a request for a formal public hearing concerning the permit revision application to add beneficial use of biosolids for the Firetower Mine. In accordance with Governor Tom Wolf 's emergency disaster declaration and based on advice from the Department of Health regarding the mitigation of the spread of the novel coronavirus (COVID-19), the DEP has scheduled a virtual formal public hearing for Monday, November 9, 2020. An informal virtual session will be conducted between 6:30 p.m. to 7:00 p.m., during which time DEP will be available to answer questions concerning the permit revision application. Beginning at 7:00 p.m. the virtual public hearing will accept formal comments regarding the permit revision application.

 Individuals who wish to observe or present testimony at the formal virtual public hearing must contact John Repetz at 717-705-4904 or at jrepetz@pa.gov, at a minimum of 24 hours in advance of the hearing to reserve a time to asks questions or present testimony. Citizens who register for the event will receive the link and instructions on how to join via e-mail.

 Verbal testimony is limited to 5 minutes for each witness. Video demonstrations and screen sharing by witnesses will not be permitted.
