FEDERAL WATER POLLUTION
CONTROL ACT SECTION 401

 The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).

 Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with the applicable provisions of Sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), and that the construction will not violate applicable Federal and State Water Quality Standards.

 Any person aggrieved by these actions may appeal, pursuant to Section 4 of the Environmental Hearing Board Act, 35 P.S. § 7514, and the Administrative Agency Law, 2 Pa.C.S.  Access to the project is located approximately 0.25 mile on the right of Industrial Road after the intersection of Industrial Road and Park Ave. (Nesquehoning, PA Quadrangle Latitude: 41° 51` 18" Longitude: -75° 51` 32") in Nesquehoning Borough, Carbon County.

 To construct and maintain a stream restoration project in a 1,700-foot reach of Sulfur Creek with work consisting of removal of accumulated sediment from the channel, 6 rock vanes, and stream bank stabilization with R-7 riprap. The project also includes regrading of the stream channel consisting of a bottom width ranging from approximately 12-feet to 18-feet in width and 2.5:1 stream bank slope.

 The project is located along Sanderson Street (Olyphant, PA Quadrangle Latitude: 41° 27` 9"; Longitude: -75° 37` 23") in Throop Borough, Lackawanna County.

 The proposed work will not permanently impact cultural or archaeological resources, national/state/local parks, forests recreational areas, landmarks wildlife refuge, or historical sites. West Branch Susquehanna River is classified with a designated use of Warm Water Fishery (WWF).

 1. A 36 inch, 140-foot-long pipe enclosure for the purpose of constructing an access road. Impacts will include 198 linear feet of permanent impact to stream S-KLE-02, an unnamed tributary of Chartiers Creek (WWF).

 2. Fill within W-KLE-02 (PEM Wetland) to construct an access road. Permanent impacts include 0.077 acre.

 3. A stormwater management basin within the 100-year floodway of stream S-KLE-02. Permanent impacts include 0.022 acre.

 4. An outfall located at the southwest corner of a proposed stormwater management basin. Permanent impacts will include 0.011 acre to floodway of stream S-KLE-02. Temporary impacts will include 0.48 acre.

 5. A paved apron with associated hangars within wetland W-KLE-03 (PEM Wetland). Permanent impacts include 0.435 acre.

 6. Fill within wetland W-KLE-04 (PEM Wetland) for the purpose of improving grade and elevations of Runway 27 and to assist in meeting the width and grading requirements of Federal Aviation Administration's (FAA) Runway Safety Area (RSA) design standards. Permanent impacts include 0.221 acre. Temporary impacts include 0.040 acre.

 7. Fill within the 100-year floodway of stream S-KLE-06 an unnamed tributary of Chartiers Creek (WWF) to improve grading and elevations to meet FAA's RSA design standards. Permanent impacts will include 0.53 acre. Temporary impacts include 0.014 acre.

 8. Fill within the 100-year floodway of stream S-KLE-05 an unnamed tributary of Chartiers Creek (WWF). Temporary impacts include 0.008 acre.

 For the purpose of expanding the airport facilities and improving the Run Way Safety Areas to meet Federal Aviation Administration grading standards for safety. To provide compensatory mitigation for the projects impacts, the permanent impacts to wetlands and streams will be mitigated through the purchase of credits from Robinson Fork and Enlow Fork Mitigation Banks. The project site is located at 205 Airport Road (Washington West, PA USGS topographic quadrangle; N: 40°, 08`, 11"; W: -80°, 17`, 24"; Subbasin 20F; USACE Pittsburgh District), in South Franklin Township, Washington County.

 Has been given consent to:

 Construct, operate, and maintain a 115 linear foot, 6`5" by 10` box culvert, and gas, sewer, water, electric, and telephone utilities, and a stormwater channel within an unnamed tributary to Chartiers Creek (UNT 1 WWF) for the purpose of constructing a new middle school facility. Permanent impacts total 175 linear feet of stream impacts and 0.39 acre of floodway impacts. Temporary impacts total 52 linear feet of stream impacts and 0.15 acre of floodway impacts.

 Additionally, remove an existing 37` long, 60" diameter corrugated metal pipe located within UNT 1. Upon completion the area will be restored to approximate original conditions.

 Earth disturbances associated with the box culvert and utilities will result in 0.11 acre of temporary floodway impacts and 0.02 acre of permanent impacts to a separate unnamed tributary of Chartiers Creek (UNT 4 WWF).

 The onsite compensatory mitigation will be provided to offset stream channel loss. The 415 linear feet of stream immediately upstream from the enclosure will receive habitat improvements that include removal of the aforementioned culvert, installation of woody debris habitat/bank stabilization, in-culvert baffle installation, and establishment of a riparian zone vegetation.

 The project site is located at Hill Church Houston Road, Canonsburg and Washington East, PA USGS topographic quadrangle; N: 40°, 14`, 26"; W: -80°, 11`, 38"; Subbasin 20F; USACE Pittsburgh District), in North Strabane Township, Washington County.

 Provisions of 25 Pa. Code Chapter 245 Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

Notice of Request for Proposals for Municipal Solid Waste Capacity

 The following notice(s) is placed through the Department of Environmental Protection as required by Section 502(d) of Act 101 of 1988: The Municipal Waste Planning, Recycling and Waste Reduction Act.


Request for Proposals for disposal capacity for municipal solid waste (MSW), including construction and demolition (C&D) waste and municipal sewage sludge (sludge).

 In accordance with the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act, Act 101 of July 28, 1988, as amended, and Chapter 272 of the Pennsylvania Rules and Regulations, 25 Pa. Code, the County of Cameron is hereby soliciting disposal capacity for municipal solid waste (MSW), including construction and demolition (C&D) waste and municipal sewage sludge (Sludge). The term of provision of disposal capacity shall be ten (10) years. Cameron County hereby seeks responses from qualified facilities to provide processing/disposal capacity for the County-generated MSW, to begin on or after January 1, 2021.

 The County of Cameron will receive sealed proposals until 3:30 p.m., prevailing local time, Tuesday, April 14, 2020, at the Cameron County Courthouse, 20 East 5th, Emporium, PA 15834. Written questions are due Monday, April 6, 2020 by 3:30 p.m. and shall be sent via email to the attention of Tara Newton, Deputy Treasurer, camcotreas@cameroncountypa.com. Proposals will be publicly opened at the regular meeting of the Cameron County Commissioners at 10:00 a.m., prevailing local time, Thursday, April 16, 2020, at the Cameron County Courthouse, 20 East 5th, Emporium, PA 15834.
