NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

Plan Description:

 The approved plan provides for the installation of a Single Residence Sewage Treatment Plant at 330 Stuber Road, New Brighton, PA 15066 to remedy an existing malfunction. The proposed SFTF will discharge to an existing catch basin adjacent to the property that flows to an Unnamed and Undocumented Tributary to the Beaver River, a 25 Pa. Code Chapter 93—defined Warm Water Fishery. This approval was granted in part based on the Department's Water Quality Antidegradation Implementation Guidance policy. The approved sewage facility plan, evaluated all non-discharge alternatives and determined no environmentally sound and cost effective non-discharge alternative is available under subsection (b)(1)(i)(A.).

 The Department's review of the sewage facility plan has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the homeowner.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

 The modifications added to the WMGM042 base permit allow the processing of packaged food waste using a de-packaging unit(s) to mechanically separate packaging from pre-consumer and post-consumer food waste from commercial establishments, institutional establishments, or industrial food manufacturing operations prior to anaerobic digestion. Reinford Farms also proposed to modify its coverage under WMGM042SC001 to add a second anaerobic digester and pre-digester tanks/equipment that would operate in conjunction with the existing anaerobic digester. The modifications to the base permit WMGM042, and the modifications to Reinford Farms' coverage under WMGM042SC001 were issued by Central Office and the Southcentral Regional Office, respectively, on April 2, 2021.

The significant stationary air emission source in the Plan Approval is the Human Cremation Unit G, which has the capacity to process 250 lbs/hr of human remains and has burner and afterburner each firing natural gas with combined rated capacity of 3.0 MMBtu/hr. Additionally, the facility requested an amendment for the Human Cremation Unit E that was previously permitted under Installation Permit Nos. 99102-99103 Issued October 8, 1999. The Human Cremation Unit E has the capacity to process 200 lbs/hr of human remains and has burner and afterburner each firing natural gas with combined rated capacity of 1.9 MMBtu/hr. The facility requested removing the requirement to monitor and record stack pressure drop for the Human Cremation Unit E. The potential emission from the installation are as follows: (1) 5.61 tons per year (tpy) of Nitrogen Oxides (NOX), (2) 4.76 tpy of Particulate Matter (PM), (3) 4.67 tpy of Carbon Monoxide (CO), (4) 2.15 tpy of Sulfur Oxides (SOX), and (5) 0.41 tpy of Volatile Organic Compound (VOC). Permitted air contamination sources are electroplating operations, electroless nickel plating, pretreatment operations, and a natural gas-fired boiler. Electroplating operations involve copper, gold, nickel, silver, tin, and tin-lead solder.
