[51 Pa.B. 241]
[Saturday, January 9, 2021]

The Citizens Advisory Council (Council) to the Department of Environmental Protection (Department) invites public comment on the 2013—2018 Effects of Subsidence Resulting from Underground Bituminous Coal Mining in Pennsylvania Report (Act 54 Report).

Under the act of June 22, 1994 (P.L. 357, No. 54) (Act 54) amendments to section 18.1 of the Bituminous Mine Subsidence and Land Conservation Act of 1966 (52 P.S. § 1406.18a), the Department is required to compile data and report findings regarding the effects of underground mining on land, structures and water resources. This review is done with assistance from professionals with appropriate expertise as stipulated by Act 54. A report is prepared and presented to the Governor, General Assembly and the Council every 5 years. The Act 54 Report is deemed to be an important audit of the Commonwealth's underground mining program providing the public, organizations and the mining industry with an opportunity to review and comment on the program and allowing the Department and overseeing parties to consider program edits and improvements.

The 2013—2018 Act 54 Report, as well as a summary of comments and recommendations from the Act 54 Report and the Department's responses, can be found at https://www.dep.pa.gov/Business/Land/Mining/BureauofDistrictMining/Act54/Pages/default.aspx.
