AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

46-0005BA: Merck, Sharp & Dohme, Corp. (770 Sunmeytown Pike, West Point, PA 19486-0004) for the construction of a new Building 63A, which will include a new biological manufacturing process line, construction of good manufacturing practice (GMP) space, and the construction of a 1-megawatt (MW) natural gas-fired non-emergency generator at an existing permitted Title V facility in Upper Gwynedd Township, Montgomery County. The new biological manufacturing process line will only result in VOC emissions (less than 0.5 TPY) and an insignificant amount of HAP (0.0002 TPY). The GMP space involves the use of cleaning solvents, all alcohol-based, with a potential of 5.89 TPY of VOC. The 1-MW generator is a peak unit, limited to 500 hours per year. The proposed engine will be equipped, by the manufacturer, with computerized combustion controls, turbocharger, aftercoolers, NOx sensor, and lean-burn technology to comply with BAT. Potential emissions from the 1-MW generator are as follows: NOx—0.81 TPY; CO—1.62 TPY; VOC—0.57 TPY; SOx—0.001 TPY; PM—0.025 TPY; and HAP—0.179 TPY. All sources will be operated in accordance with manufacturer's specifications and good air pollution control practices. The 1-MW generator will be subject 40 CFR Part 60, Subpart JJJJ. Applicable requirements have been included in the Plan Approval. This project does not trigger applicability toward NSR or PSD regulations. The plan approval will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

07-05027B: Curry Supply Company (585 Berwind Road, Hollidaysburg, PA 16648) for the construction of a new coating booth controlled by dry filters at the metal manufacturing and custom motor vehicle up-fitting facility located in Frankstown Township, Blair County. The expected actual increases in facility emissions as a result of the changes proposed are: 33.04 tpy VOCs, and 2.19 tpy HAPs. The facility is a State Only facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12, and 25 Pa. Code § 129.52—Surface Coating Processes; 25 Pa. Code § 129.52d—Control of VOC Emissions From Miscellaneous Metal Parts Surface Coating Processes, Miscellaneous Plastic Parts Surface Coating Processes and Pleasure Craft Surface Coatings; and 40 CFR Part 63, Subpart XXXXXX—National Emission Standards for Hazardous Air Pollutants Area Source Standards for Nine Metal Fabrication and Finishing Source Categories. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

55-00026B: Hummel Station, LLC (2386 North Old Trail Road, Shamokin Dam, PA 17876) has submitted an application to the Pennsylvania Department of Environmental Protection for plan approval to increase the allowable number of hours the duct burners may be operated from 1,000 hours in any 12 consecutive month period to 5,000 hours in any 12 consecutive month period in each of the three natural gas fired turbines at their combined-cycle power plant in Shamokin Dam Borough, Snyder County. The facility consists of three (3) identical 1 x 1 powerblocks. Each powerblock consists of a combustion turbine and steam turbine with a natural gas-fired duct burner and a heat recovery steam generator. The turbines are Siemens 5000F5ee DLN natural-gas-fired CTs with STs equipped with natural-gas-fired DBs and HRSGs. The maximum heat input rating of each CT is 2381 MMBtu/hr (HHV) and 2145 MMBtu/hr (LHV). Each DB will has a maximum heat input rating of 204.1 MMBtu/hr (HHV). The air contaminants from each power block are controlled by a selective catalytic reduction (SCR) system and an oxidation catalyst. The proposed project is subject to the Best Available Technology (BAT) requirements of 25 Pa. Code §§ 127.1 and 127.12 and 40 CFR Part 60 Subpart KKKK—Standards of Performance for Stationary Combustion Turbines codified in 40 CFR 60.4300—60.4420. 40 CFR Part 60 Subpart TTTT—Standards of Performance for Greenhouse Gas Emissions for Electric Utility Generating Units codified in 40 CFR 60.5508—60.5580. Based on the review of the application, the Department has determined that the construction and operation of the proposed modification will satisfy all applicable requirements of these subparts.
Based on the Department's review, the Department intends to issue a plan approval for the proposed modification. The Department proposes placing the following conditions in the proposed plan approval to ensure compliance with all applicable air quality regulatory requirements:
1. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the carbon monoxide emissions (CO) from each turbine shall not exceed 1.9 ppm corrected to 15% oxygen. Additionally, the CO emissions shall not exceed 10.1 lbs/hr from the turbine when the duct burners are not operating and 10.9 lbs/hr when the duct burners are operating.
2. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the volatile organic compound (VOC) emissions from each turbine shall not exceed the following rates when the duct burners are not in operation: 1.0 ppm corrected to 15% oxygen and 3.0 lbs/hr. Additionally the VOC emissions from each turbine shall not exceed 1.6 ppmvd corrected to 15% oxygen and 5.01 lbs/hr when the duct burners are in operation.
3. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12 for each turbine: (a) the total particulate matter (PM) emissions shall not exceed 0.0064 lb/MMBtu at all times; (b) the PM10 emissions shall not exceed 0.0064 lb/MMBtu at all times; (c) the PM2.5 emissions shall not exceed 0.0064 lb/MMBtu at all times.
4. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the ammonia slip from the SCR associated with each turbine shall not exceed 5 ppmv and 74.02 tons in any 12 consecutive month period.
5. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the formaldehyde emissions from each turbine shall not exceed 0.325 lb/hr and 1.39 tons in any 12 CMP.
6. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the total emissions from all three combined cycle gas turbines combined (Source IDs P181, P182 and P183) shall not exceed the following totals. These emissions limits also include those during startup and shut down events:
a. Nitrogen Oxides—239.89 tons/12 consecutive month period (CMP)
b. Carbon Monoxide—385.54 tons/12 CMP
c. Volatile Organic Compounds—75.79 tons/12 CMP
d. Sulfur Oxides—56.12 tons/12 CMP
e. Total Particulate Matter (including PM10 and PM2.5)—206.41 tons/12 CMP
f. Sulfuric Acid Mist—27.78 tons/12 CMP
g. Ammonia—225.05 tons/12 CMP
h. Carbon Dioxide Equivalent—4,246,126 tons/12 consecutive month period (CMP)
7. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the total HAP emissions from each turbine shall not exceed 5.6 tons in any 12 CMP.
8. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the CO2e emissions from Source ID P181 shall not exceed 307,810 lbs/hr without duct burner operation and 334,677 lbs/hr with duct burner operation.
9. Pursuant to the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the duct burners associated with each turbine shall not be operated in excess of 5,000 hours in any 12 consecutive month period (CMP).
10. Pursuant to best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12, the emissions from any CCGT shall not at any time exceed any of the following limitations during a startup/shut down event:
a) The carbon monoxide (CO) emissions shall not exceed 802 lbs/each cold start, 802 lbs/each warm start, 658 lbs/each hot start, and 506 lbs/each shutdown.
b) The total particulate matter including particulate matter having a nominal aerodynamic diameter less than 10 microns, particulate matter having a nominal aerodynamic diameter less than 2.5 microns, and condensable particulate matter (PM/PM10/PM2.5/condensable) emissions shall not exceed 29.6 lbs/each cold start, 29.6 lbs/each warm start, 24.7 lbs/each hot start, and 8.9 lbs/each shutdown.
c) The nitrogen oxides (NOx) emissions shall not exceed 55.0 lbs/each cold start, 55.0 lbs/each warm start, 49.0 lbs/each hot start, and 26.0 lbs/each shutdown.
d) The volatile organic compounds (VOC) emissions shall not exceed 70.0 lbs/each cold start, 70.0 lbs/each warm start, 70.0 lbs/each hot start, and 29.0 lbs/each shutdown.
11. Pursuant to the best available technology provisions of 25 Pa. Code §§ 127.1 and 127.12, the circuit breakers at the facility shall be state-of-the-art sealed enclosed-pressure circuit breakers equipped with low-pressure alarms and a low-pressure lockout where the alarms are triggered when 10% of the sulfur hexafluoride (SF6) (by weight) has escaped. When the alarms are triggered, the permittee shall take corrective action as soon as practicable and fix the circuit breaker units to a like new state in order to prevent the emission of sulfur hexafluoride (SF6) to the maximum extent practicable.
12. All conditions of the previously issued plan approvals to Hummel Station LLC remain valid unless superseded by a condition contained in this plan approval.
All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional Office, 208 West Third Street, Suite 101, Williamsport, PA 17701. Any person(s) wishing to provide the Department with additional information, which they believe should be considered prior to the issuance of this plan approval, may submit the information to the Department of Environmental Protection at the address shown in the preceding paragraph. A 30-day comment period from the date of this publication will exist for the submission of comments. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed permit (specify Plan Approval No. 55-00026B) and a concise statement regarding the relevancy of the information or objections to issuance of the plan approval.

OPERATING PERMITS
Intent to Issue Title V Operating Permits under the Air Pollution Control Act (35 P.S. §§ 4001—4015) and 25 Pa. Code Chapter 127, Subchapter G.

28-05028: Chambersburg Energy, LLC (225 Alleman Road, Chambersburg, PA 17202) for the power station located in Guilford Township, Franklin County. Chambersburg Energy, LLC is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa. Code Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). The significant Title V permit modification will revise the language of Section E, Group 001, Condition # 002. The proposed language is as follows: ''The permittee may not allow the emission into the outdoor atmosphere of nitrogen oxides (NOx), in excess of:
a) 25 ppmvd at 15% oxygen while firing natural gas, based on a one-hour averaging period.
b) 42 ppmvd at 15% oxygen while firing low-sulfur distillate oil.
c) These limits shall not apply during periods of startup and shutdown.
1) Startup is defined as the period of time from when fuel combustion commences in the unit for a duration of thirty (30) minutes.
2) Shutdown is defined as that period of time from the initial lowering of turbine output, with the intention to shutdown, until the time at which the combustion is completely stopped. The duration of each startup or shutdown shall not exceed thirty (30) minutes.
d) The limit in paragraph (a) shall not apply during black start events.
1) Black start event is defined as an instance during a power grid emergency when the permittee is requested by the authoritative Regional Transmission Organization to provide black start power (less than 5 MW of power generation) to the regional electric power grid. The duration of each black start event shall not exceed three (3) hours, including startup and shutdown of the unit.
2) The permittee shall provide sufficient raw CEMS data and parameters calculated using the raw data to demonstrate continued compliance with the NOx emission limit in Section E, Group 001, Condition # 004. In the event that emissions from a black start event exceed the NOx emission limit in Section E, Group 001, Condition # 004, the permittee shall notify DEP within 48 hours of the black start event.
The emissions during startup, shutdown, and black start events shall be included in the calculations required in Section C, Condition # 011 and reported as required in Section C, Condition # 016.
Compliance with the requirement(s) specified in this streamlined permit condition assures compliance with the NOx emission limits in 40 CFR 60.332(a) and the SO2 emission limits specified in 25 Pa. Code § 123.21 and 40 CFR 60.333(a).''
The proposed permit language alleviates the permittee of the NOx concentration limits during black start events, since operation in such a scenario precludes the operation of the water injection system to control NOx emissions. Due to a reduction in exhaust, emissions from a black start event are estimated to be less than normal operations. Therefore, the pound per hour NOx emission limit remains in place during black start events.

66-00033: Deer Park Lumber Inc., Deer Park Mfg Plant (3042 SR 6, Tunkhannock, PA 18657-7797). The Department intends to issue a renewal State-Only (Synthetic) Minor Operating Permit for the sawmills and planing mills facility in Tunkhannock Township, Wyoming County. The sources consist of a 27.4 MMBtu wood fired boiler. The control devices consist of dual multiclones. The sources are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP), and VOC's. The proposed operating permit contains applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations.
48-00071: Green Knight Economic Development Corporation/Plainfield (2147 Pen Argyl Road, Pen Argyl, PA 18702). The Department intends to issue a renewal of the State-Only (Natural) Minor Permit for an electric generating plant in Plainfield Township, Northampton County. The sources at this facility consist of three (3) combustion turbines that are fueled by LFG from the Grand Central Sanitary Landfill and which produce electricity to a local grid. The sources are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP), and VOC's. The proposed operating permit contains applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations.
40-00137: Western Intl. Gas & Cylinders/Berwick (53 River Road, Berwick, PA 18603-6721). The Department intends to issue a State-Only (Natural) Minor Permit for the operation of a gas cylinder distribution facility in Salem Township, Luzerne County. The sources at this facility consist of paint booths, paint baking ovens, and gas transfer lines. The control devices consist of fabric filters. The sources are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP), and VOC's. The proposed operating permit contains applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations.

36-03005: Intellicor LLC (330 Eden Road, Lancaster, PA 17601) to issue a State Only Operating Permit for the printing operation at their facility located in Manheim Township, Lancaster County. The potential emissions from the facility are estimated at 5.26 tpy of NOx, 4.41 tpy of CO, 0.40 tpy of PM, 0.03 tpy of SOx and 13.67 tpy of VOC. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 40 CFR Part 63, Subpart ZZZZ—National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines and 25 Pa. Code § 129.67b Control of VOC emissions from offset lithographic printing presses and letterpress printing presses.

32-00445: Indiana County Humane Society (191 Airport Road, Indiana, PA 15701). The Department intends to issue the initial State-Only Operating Permit of an animal crematory located in White Township, Indiana County. The animal crematory was initially authorized through PA 32-445A. In the initial operating permit, requirements established through PA 32-445A are incorporated. A requirement on the use of opacity monitoring devices to monitor visible emissions is added. For permitting purposes, the facility operating the animal crematory is Natural Minor.
COAL & NONCOAL MINING
ACTIVITY APPLICATIONSApplications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21). Mining activity permits issued in response to such applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P.S. §§ 4001—4015); the Dam Safety and Encroachments Act (32 P.S. §§ 693.1—693.27); and the Solid Waste Management Act (35 P.S. §§ 6018.101—6018.1003).
The following permit applications to conduct mining activities have been received by the Department of Environmental Protection. A copy of the application is available for inspection at the District Mining Office indicated above each application. Notices of requests for 401 Water Quality Certifications are included in individual application notices, as noted.
Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the address of the District Mining Office indicated above each application within 30-days of this publication, or within 30-days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34 (relating to public notices of filing of permit applications, opportunity for comment, and informal conferences).
Written comments or objections related to a mining permit application should contain the name, address and telephone number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
Requests for an informal conference, or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code § 77.123 (relating to public hearing-informal conferences) or § 86.34 (relating to informal conferences), must contain the name, address and telephone number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
Where a National Pollutant Discharge Elimination System (NPDES) number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit. A separate notice will be provided after the draft NPDES permit is prepared.
Noncoal Applications Received
Effluent Limits—The following effluent limits will apply to NPDES permits issued in conjunction with a noncoal mining permit:

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30-days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30-days of this public notice and contain the name, address, telephone number and the interest of the party filing the request and state the reasons why a hearing is warranted. 4) construct, install, place, and maintain five rock cross vanes, five rock deflectors, seven log vane structures, seven clay plus, one soil fabric lift, one rock sill, six constructed riffles, three enhanced riffles; construct and maintain vernal pool features, construct, place, and maintain minor stream channel adjustments and fill; construct and maintain two designated cattle crossings; install and maintain a riparian buffer of approximately 1.85 acres in size in and along 1,750 linear feet of Big Cove Creek (CWF, MF) (Site 3; 39.881733, -78.026138) all for the purpose of providing stable flow conveyances to downstream resources, maximizing the reduction of nutrient and sediment loads, increasing flood flow storage and attenuation, maximizing ecological uplift, and minimizing impacts to existing natural resources.
