STORAGE TANKS

VAULTED AST SENSOR VARIANCE

The following variance from automatic dispensing shutoff requirements under the authority of the Storage Tank Spill Prevention Act (35 P.S. § 6021.301) and under 25 Pa. Code Chapter 245, Subchapter F, has been issued by the Bureau of Environmental Cleanup and Brownfields, P.O. Box 8762, Harrisburg, PA 17105-8762.

Variance No. A-21-0001
Applicant Name Hospital of the University of Pennsylvania
Municipality City of Philadelphia
County Philadelphia
Tank Type(s) Diesel Emergency Generators
Tank Capacity <21,000 gallons

The variance request asks that three aboveground storage tanks (ASTs) at the facility (Tanks 006A, 007A, and 008A) be excluded from a requirement for ASTs within underground vaults located in 25 Pa. Code § 245.523(7). Specifically, the variance requests that the facility be allowed to utilize continuous monitoring of each vault's liquid and vapor leak detection systems using a building automation panel, in lieu of a leak detection system that automatically shuts down the dispensing system in the event liquid or vapors are detected in a vault. Documentation provided to the Department of Environmental Protection (DEP) described a potential for the pumping units supplying fuel to the emergency generators to be disabled during a power outage, which would present an unsafe condition and a threat to human health. A variance was granted upon conditions that the facility continuously monitor the liquid and vapor leak detection systems in the vaults and immediately respond to any alarms triggered by the leak detection systems.

CORRECTIVE ACTION UNDER
ACT 32, 1989

PREAMBLE 2

The following plans and reports were submitted under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).

Provisions of 25 Pa. Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports.
