 Under section 2002 of The Administrative Code of 1929 (71 P.S. § 512) establishing the Department of Transportation (Department), the Director of the Bureau of Design and Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the following projects. Environmental and Section 4(f) Documentation have been developed for the following identified projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at http://www. dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed projects identified, and all reasonable steps have been taken to minimize the effects.

• SR 0390, Section D50—Greene and Palmyra Townships, Pike County.

Project Description: The project is the replacement of the existing structure that carries SR 0390 over an Unnamed Tributary to Lower Lake.

Environmental Documents: CE 2 Evaluation approved on November 20, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on September 29, 2023, and Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on September 29, 2023.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.83-acre of right-of-way (ROW) will be required from the approximately 3,042-acres Promised Land State Park, which is considered eligible for listing on the National Register of Historic Places (NRHP) and qualifies as a Section 4(f)/2002 resource.

• SR 0611, Section 11M—Pocono Township, Monroe County.

Project Description: The project consists of work necessary to provide for the safe and efficient flow of traffic between Interstate 80 (I-80) at Exits 298, 299 and the surrounding roadway network. The project will include the widening of SR 0611 and SR 0715, realignment of Sullivan Trail Road (SR 4004) and a portion of SR 0715, replacement and retiming of traffic signals, modifications of existing ramps to I-80 and replacement of an existing structure over Pocono Creek.

Environmental Documents: CE 2 Reevaluation, approved on October 25, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on August 27, 2020.

Proposed Use of Section 4(f)/2002 Resources: Approximately 1.27-acres of ROW and approximately 0.10-acre of drainage easement will be required from the 10.43-acres Pocono Township's TLC Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0896, Section SIP—New London, Franklin and London Britain Townships, Chester County.

Project Description: The project is for roadway improvements to SR 0896 from Cobblers Lane to just south of Chambers Rock Road.

Environmental Documents: CE 1b Reevaluation, approved on December 4, 2023, and Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved November 27, 2019.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.13-acre of ROW will be required from the 86-acres McKean Farm, which was determined eligible for listing on the NRHP.

• SR 0030, Section 146—East Lampeter Township, Lancaster County.

Project Description: The project involves interchange improvements with SR 0030 and SR 0462.

Environmental Documents: CE 1b Evaluation, approved on November 28, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on November 7, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.009-acre of ROW will be required from the State Police Troop J Headquarters, which was determined eligible for listing on the NRHP.

• SR 0036, Section 31B—City of Altoona, Blair County.

Project Description: The project is for the replacement of the existing structure that carries PA 36 over Mill Run.

Environmental Documents: ED 1b Evaluation, approved on November 1, 2023, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on September 1, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.015-acre of ROW will be required from the Allegheny Furnace complex, which is listed on the NRHP.

• SR 3007, Section 006—Lower Yoder Township and the City of Johnstown, Cambria County.

Project Description: The project is the resurfacing, culvert rehabilitation and slide correction on SR 3007 from T-377 to PA 56.

Environmental Documents: ED 2 Evaluation, approved on November 17, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land for Aspen Way Park, approved on October 13, 2023, and for Stackhouse Park approved on November 01, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.148-acre of sidewalk easement will be required from the Aspen Way Park and 0.66-acre of ROW will be required from Stackhouse Park both, which qualify as a Section 4(f)/2002 resource.

• SR 0030 Section 103—Greene Township, Franklin County.

Project Description: The project is the replacement of the bridge that carries SR 0030 over Rocky Mountain Creek.

Environmental Documents: CE 2 Revaluation, approved on November 06, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, approved on August 19, 2019.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.16-acre of ROW will be required from the 1,125-acres Caledonia State Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0915, Section 03B—Wells Township, Fulton County.

Project Description: The project is the replacement of the existing structure that carries SR 0915 over the Unnamed Tributary to Laurel Fork.

Environmental Documents: CE 1b Evaluation, approved on October 16, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties, approved October 10, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.0789-acre of ROW, 0.0080-acre channel easement, 0.1936-acre slope easement and 0.0083-acre drainage easement will be required from the 122-acres Mosebey Farm, which was considered eligible for listing on the NRHP.

• SR 3004, Section A16—Bridgeville Borough, Allegheny County.

Project Description: The project is the replacement of the existing structure that carries SR 3004 over McLaughlin Run.

Environmental Documents: ED 2 Evaluation, approved on October 20, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, approved on June 27, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.0037-acre of ROW will be required from the 9.66-acres McLaughlin Run Park, which qualifies as a Section 4(f)/2002 resource.

• SR 7301, Section LOC—City of Pittsburgh, Allegheny County.

Project Description: The project is the emergency replacement of the existing structure that carries Forbes Avenue over Frick Park.

Environmental Documents: CE 1a Reevaluation, approved on October 30, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, approved on July 27, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.12-acre of ROW will be required from the 644-acres Frick Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0928, Section 04B—Ayr Township, Fulton County.

Project Description: The project is the replacement of the existing structure that carries SR 0928 over Esther Run.

Environmental Documents: ED BRPA Evaluation, approved on October 13, 2023, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, approved on September 28, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.319-acre of ROW will be required from the 514-acres Kerper Tract of the 71,638-acres Buchanan State Forest, which qualifies as a Section 4(f)/2002 resource.
