Proposed Industrial Mineral General Permit; Notice of Public Meetings

[27 Pa.B. 2479]

The Department of Environmental Protection will hold public meetings to take comments on proposed procedural guidelines for a new industrial mineral surface mining general permit.

The proposed changes to the Nocoal Regulations (25 Pa. Code Chapter 77) include the authorization to develop general permits. The Department is currently developing a general permit, which can be implemented once the proposed regulations are adopted and the official public notice requirements of the general permit are satisfied.

The general permit will be for the surface mining activities associated with the removal of minerals to be used on a specific construction project. The duration of the mineral extraction will be less than 1 year and the potential environmental impact from the mining is minimal.

The Department will introduce the proposed general permit and receive comments on how to improve the general permit at seven public meetings scheduled for late May and early June. The meetings will be held from 1 p.m. to 4 p.m. Evening meetings will be held at several of the locations to maximize the opportunity for the public to attend. The evening meetings will be from 6 p.m. to 9 p.m.
