Availability of the Welfare-to-Work Program Plan

   The Department of Public Welfare (Department) is making available to the public The Welfare-to-Work Program Plan, which will become an addendum to the Temporary Assistance for Needy Families State Plan (TANF). This document describes how the Department plans to use the Welfare-to-Work formula grant provided under Title IV, Part A of the Balanced Budget Act of 1997.

   The Department is making the plan available throughout this Commonwealth to allow comments on the Welfare-to-Work Program Plan as encouraged by the Federal Planning Guidelines for the Welfare-to-Work Program. Nevertheless, the Department must submit the document by June 30, 1998 to meet the imposed United States Department of Labor deadline.

   The Department has developed the Welfare-to-Work Plan in coordination and consultation with a wide array of agencies that are involved in providing services to recipients of TANF. These agencies include the Departments of Public Welfare, Labor and Industry, Education, Community and Economic Development, Aging and, particularly, the Job Training Partnership Act Service Delivery Areas.

   The Department anticipates full implementation beginning in September 1998. The Department may submit amendments to the plan based upon public comment received.

   Persons who want copies of the plan can obtain them either by contacting their local Private Industry Council or by calling (717) 787-8613.
