Finding

Chester County

   Pursuant to the provisions of 71 P. S. Section 2002(b), The Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to replace the existing bridge which carries Red Lion Road (S. R. 3027) over Pocopson Creek in Pocopson Township, Chester County. The bridge will be replaced on existing alignment with a reinforced concrete box culvert. Roadway approaches will be improved approximately 82.3 meters (270 ft.) on both sides of the bridge. There will be 804.6 square meters (8,660.6 square feet) of right-of-way acquired from the Mordecai Cloud property, which is eligible for listing in the National Register of Historic Places and, therefore, is protected by Section 2002 of Pennsylvania Act 120.

   The effect of this project on the Mordecai Cloud property will be mitigated by the following measures to minimize harm to the resource:

   1.  Pocopson Creek is a designated scenic river. The changes to the scenic and aesthetic qualities of the river and surrounding land are, therefore, of great importance. In order to maintain the existing aesthetics of the bridge, the scenic river resource, and the surrounding land, treatments recommended by the Pennsylvania Department of Conservation and Natural Resources, Scenic Rivers Program, will be applied during construction. These include treating all new concrete surfaces with linseed oil to age it and provide a more natural appearance, and to use weathering steel guide rail or wood posts and wood guide rail instead of galvanized steel.

   2.  An Erosion and Sediment Pollution Control Plan, approved by the Chester County Conservation District, will be implemented for this project. Through strict adherence to this E & S Pollution Control Plan, impacts to the project area will be eliminated and/or minimized.

   3.  The project area for the bridge is located within the stocking limits for trout placed in Pocopson Creek. Therefore, coordination will be conducted with the Pennsylvania Fish and Boat Commission to avoid impacts to this recreational fishing resource.

   The environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, have been considered. It has been concluded that there is no prudent and feasible alternative to the project as designed, and all reasonable steps have been taken to minimize such effects.

   No adverse environmental effect is likely to result from the replacement of this bridge.
