APPLICATIONS RECEIVED UNDER THE PENNSYLVANIA CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT

[National Pollution Discharge Elimination System Program (NPDES)]

DISCHARGE OF CONTROLLED INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

(Part I Permits)

   The following parties have applied for an NPDES permit to discharge controlled wastewaters into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standard and regulations, the Department of Environmental Protection (Department) proposes to issue a permit to discharge subject to certain effluent limitations and special conditions. These proposed determinations are tentative.

   Where indicated, the EPA Region III Administrator has waived the right to review or object to this proposed permit action under the waiver provision to 40 CFR 123.6E.

   Persons wishing to comment on the proposed permit are invited to submit a statement to the office noted above the application within 30 days from the date of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant.

   Following the 30-day comment period, the Water Management Program Manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The application and related documents, proposed effluent limitations and special conditions, comments received and other information are on file and may be inspected and arrangements made for copying at the office indicated above the application.

Applications for National Pollutant Discharge Elimination System (NPDES) permit to discharge to State waters.

   Southeast Regional Office:  Regional Manager, Water Management, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428, (610) 832-6130.

   PA 0051951.  Sewage, David Chapman, 51 Grays Lane, Elverson, PA 19520.

   This application is for renewal of an NPDES permit to discharge treated sewage from a single residence treatment plant in Warwick Township, Chester County. This is an existing discharge to unnamed tributary of French Creek.

   The receiving stream is classified for the following uses, high quality cold water fishery, aquatic life, water supply and recreation.

   The proposed effluent limits for Outfall 001, based on an average flow of 400 gpd are as follows:

   This application is for issuance of an NPDES permit to discharge treated sewage from the Sabatine Residence Sewage Treatment Plant in Lower Frederick Township, Montgomery County. This is a new discharge to a dry swale tributary to Goshenhoppen Creek.

   The receiving stream is classified for the following uses: trout stocking fishery, aquatic life, water supply and recreation.

   The proposed effluent limits for Outfall 001, based on an average flow of 500 gpd are as follows:

   This application is for issuance of an NPDES permit to discharge treated sewage from Rothstein sewage treatment plant located in Doylestown Township, Bucks County. This is a new discharge to Neshaminy Creek.

   The receiving stream is classified for the following uses: trout stocking fishery, aquatic life, water supply and recreation.

   PA 0047325.  Industrial waste, SIC: 4911, Pennsylvania Power and Light Company, Susquehanna Steam Electric Station, Two North Ninth Street, Allentown, PA 18101.

   This proposed action is for renewal of an NPDES permit to discharge treated process wastewater cooling water sewage and stormwater into the Susquehanna River in Salem Township, Luzerne County.

   The receiving stream is classified for the following uses: warm water fishery, aquatic life, water supply and recreation.

   For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply (PWS) considered during the evaluation is the Danville Water Company located on the Susquehanna River.

   Outfall 001

   The proposed effluent limits are as follows:

   Outfall 070--S-2 Sedimentation Pond--stormwater only. There are no limitations for this discharge.

   Outfall 071--Cooling tower blowdown (7.93 mgd).

   Neither Free Available Chlorine nor total residual chlorine may be discharged from any unit for more than 2 hours in any one day and not more than one unit in any plant may discharge free available or total residual chlorine at any one time unless the utility can demonstrate to the Regional Administrator or State that the units in a particular location cannot operate at or below this level of chlorination.

   For Outfall 071, except for Total Zinc and Total Chromium, there shall be no detectable levels of the remaining priority pollutants in this discharge due to the addition of chemicals for cooling tower maintenance.

   There shall be no discharge of Polychlorinated BiPhenyl compounds such as those commonly used for transformer fluid.

   The pH of all discharges, except once through cooling water, shall be within the range of 6.0 to 9.0.

   The EPA waiver is not in effect.

  

   PA 0063894-A1.  Industrial waste, SIC: 4941, Municipal Authority of the Borough of Minersville, 2 East Sunbury Street, Minersville, PA 17954.

   This proposed action is for amendment of an NPDES permit to discharge treated/process wastewater into Dyer Run Reservoir in Cass Township, Schuylkill County.

   The receiving stream is classified for the following uses: cold water fishery, aquatic life, water supply and recreation.

   This permit amendment lowers the pH effluent limitation. This is an existing discharge.

   The proposed effluent limits for Outfall 001 based on a design flow of 0.110 mgd are:

   For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the downstream potable water supply (PWS) considered during the evaluation is the PA/NY border located approximately 10 miles below the discharge on the Susquehanna River.

   The proposed effluent limits for Outfall 001 based on a design flow of 0.001 mgd are:

   This proposed action is for amendment of an NPDES permit for existing discharges of treated sewage and noncontact cooling water and proposed discharge of treated backwash wastewater to unnamed tributaries of Muddy Run in Delaware Township, Northumberland County.

   The receiving stream is classified for the following uses: warm water fishes, aquatic life, water supply and recreation. For the purposes of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply (PWS) considered during the evaluation is PA American Water Company located at Milton.

   The receiving water is classified for the following uses: HQ-CWF, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is Western PA American Water Company on the Clarion River located at Clarion, approximately 66 miles below point of discharge.

   The proposed discharge limits for Outfall No. 001 based on a design flow of n/a mgd, are:
