* At the time of submission for publication, the status of the Harrisburg City School District as a ''List'' district rather than a ''Certified Empowerment District'' was subject to change based upon the procedural status of pending litigation between the District, the Commonwealth and the Mayor of the City of Harrisburg. Placement of the Harrisburg City School District on the Education Empowerment List should not be construed as an abrogation of the Commonwealth's position in future litigation.
