Availability of Technical Guidance

   Technical guidance documents are on DEP's website (www.dep.state.pa.us) at the public participation center. The ''March 2001 Inventory'' heading is the governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents.

   DEP will continue to revise its nonregulatory documents, as necessary, throughout 2001.

Ordering Paper Copies of DEP Technical Guidance

   DEP encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling DEP at (717) 783-8727.

   In addition, bound copies of some of DEP's documents are available as DEP publications. Please check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Below is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document. Correction Notice

   In the April 7, 2001, Pennsylvania Bulletin, a notice announced the availability of a draft technical guidance (substantive revision) document, but failed to include the document's new title. As a result, please see the corrected version of the announcement:

Draft Technical Guidance--Substantive Revision

   DEP ID: 362-0300-002 Title: Guidelines for Design, Installation and Operation of Small Flow Treatment Facilities Description: This revised guidance applies to the siting, design and construction of small flow sewage treatment facilities (individual or community sewage treatment facilities proposed to treat 2,000 gpd or less) proposed under the requirements of § 71.64. The revisions provide for new options and consideration of additional system components that were unavailable in the original guidance document. Note, this guidance was previously titled ''Small Flow Sewage Treatment Facility Manual.'' Anticipated Effective Date: June 1, 2001, Comment Period Ends: May 7, 2001, Contact: Karen Fenchak at (717) 787-8184.

Interim Technical Guidance

   DEP ID: 550-2500-001 Title: Interim Guidance for Attachments to Electronic Submissions Description: The Department is implementing a web-based application and reporting tool to be used by applicants for permits and reporting required by permits or other regulatory requirements. The Oil and Gas Management Bureau was the first to develop an electronic permit application process. While the Department is developing standards for electronic attachments, which are based on the experiences of the Oil and Gas electronic permitting project, the Bureau must provide guidance to applicants and review staff on what is currently acceptable. This document is to provide guidance to oil and gas operators submitting permit applications via the electronic web process and for Program staff in their review of electronic applications, which meet Oil and Gas Program requirements. This guidance provides that information and is to be used by Program staff until Department-wide guidance is available, which may supersede this guidance.
