NOTICES

Pennsylvania I Love Lucy Instant Lottery Game

   Under the State Lottery Law (72 P. S. §§ 3761-101--3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

   1.  Name:  The name of the game is Pennsylvania I Love Lucy®.

   2.  Price:  The price of a Pennsylvania I Love Lucy instant lottery game ticket is $2.

   3.  Play Symbols:  Each Pennsylvania I Love Lucy instant lottery game ticket will contain one play area featuring a ''Lucy Numbers'' area and a ''Your Numbers'' area. The play symbols and their captions located in the ''Lucy Numbers'' area and the ''Your Numbers'' area are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTEN) and 16 (SIXTN).

   4.  Prize Play Symbols:  The prize play symbols and their captions located in the ''Your Numbers'' area are: $1.00 (ONE DOL), $2.00 (TWO DOL), $3.00 (THR DOL), $4.00 (FOR DOL), $5.00 (FIV DOL), $10.00 (TEN DOL), $12$ (TWELV), $15$ (FIFTN), $20$ (TWENTY), $30$ (THIRTY), $120 (ONEHUNTWY) and $12,000 (TWL THO).

   5.  Prizes:  The prizes that can be won in this game are $1, $2, $3, $4, $5, $10, $12, $15, $20, $30, $120 and $12,000. A player can win up to eight times on a ticket.

   6.  Second Chance Drawings:  The Pennsylvania Lottery will conduct four separate Second Chance Drawings for nonwinning Pennsylvania I Love Lucy instant lottery tickets as provided for in section 11.

   7.  Approximate Number of Tickets Printed for the Game: Approximately 5,040,000 tickets will be printed for the Pennsylvania I Love Lucy instant lottery game.

   8.  Determination of Prize Winners:

   (a) Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $12,000 (TWL THO) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $12,000.

   (b) Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $120 (ONEHUNTWY) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $120.

   (c) Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $30$ (THIRTY) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $30.

   (d)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $20$ (TWENTY) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $20.

   (e)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $15$ (FIFTN) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $15.

   (f)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $12$ (TWELV) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $12.

   (g)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $10.00 (TEN DOL) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $10.

   (h)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $5.00 (FIV DOL) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $5.

   (i)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $4.00 (FOR DOL) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $4.

   (j)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $3.00 (THR DOL) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $3.

   (k)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $2.00 (TWO DOL) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $2.

   (l)  Holders of tickets upon which any one of the ''Your Numbers'' play symbols matches either of the ''Lucy Numbers'' play symbols and a prize play symbol of $1.00 (ONE DOL) appears under the matching ''Your Numbers'' play symbol, on a single ticket, shall be entitled to a prize of $1.

   9.  Number and Description of Prizes and Approximate Odds: The following table sets forth the approximate number of winners, amounts of prizes and approximate odds of winning:

   10.  Second Chance Drawing Requirements:

   (a)  To be eligible for one of the Second Chance Drawings, players must complete the back of the nonwinning Pennsylvania I Love Lucy instant lottery game ticket in a legible manner, including the player's name, complete address, telephone number and signature.

   (b)  The player shall affix proper postage to the non-winning Pennsylvania I Love Lucy instant lottery ticket and mail same to the I Love Lucy address shown in the lower right portion of the ticket back.

   (c)  Nonwinning Pennsylvania I Love Lucy instant lottery tickets received in an envelope will not be eligible and will be disqualified. The only exception is for non-winning Pennsylvania I Love Lucy instant lottery tickets received in a United Stated Post Office damaged in mail process envelope.

   (d)  Pennsylvania I Love Lucy instant lottery tickets that win cash prizes and that are submitted to the I Love Lucy Second Chance Drawing address will not be paid or honored.

   (e)  To be eligible for a Second Chance Drawing, non-winning Pennsylvania I Love Lucy instant lottery tickets must be received by the Pennsylvania Lottery as follows:

   11.  Second Chance Drawing Procedures:

   (a)  Frequency. Four Second Chance Drawings will be held at Lottery Headquarters. The first Second Chance Drawing will be held the week of May 5, 2003, the second the week of June 2, 2003, the third the week of June 30, 2003 and the fourth the week of August 4, 2003. The odds of an entry's being selected in a Second Chance Drawing depend upon the number of entries received.

   (b)  Eligibility for Second Chance Drawings. To be eligible for a Second Chance Drawing, a player must have complied with the requirements of section 10.

   (1)  The Lottery will make a reasonable effort to ensure that each Second Chance entry is entered into one of the Second Chance Drawings. The Lottery assumes no responsibility for a lost or misplaced entry not entered into a Second Chance Drawing.

   (2)  A Second Chance entry is eligible for only one Second Chance Drawing. An entry that is not in one eligible group, may, at the discretion of the Director, remain eligible for a subsequent Second Chance Drawing.

   (3)  If a Second Chance entry is rejected during or following a Second Chance Drawing, the sole remedy is to select another entry to replace the rejected entry in accordance with Lottery procedure.

   (c)  Manner of conducting the Second Chance Drawings.

   (1)  A computer-generated randomizer will be used to select boxes at each of the four drawings. The randomizer will first select one box from which a Grand Prize winner will be drawn. As each entry ticket is selected, it will be verified. If the selected entry is declared invalid, another entry will be selected from the same box until a valid entry has been chosen. After the Grand Prize entry is selected and verified, the ticket will be validated by entering the ticket information into the computerized instant ticket database to verify appropriate pack status. The Grand Prize winner will receive a home entertainment system, Lucy video collection and two I Love Lucy prize packages.

   (2)  The computer-generated randomizer will then be used to select 25 boxes. Ten prize package winners will be drawn from each of the 25 boxes. The randomizer will not be programmed to eliminate the possibility of the same box being selected more than once. As each entry ticket is selected, it will be verified. If the selected entry is declared invalid, another entry will be selected from the same box until a valid entry has been chosen. After all prize package entries have been selected and verified, further validation will take place by verifying the status of the ticket drawn by entering the ticket information into the computerized instant ticket database. The 250 validated entries will each win an I Love Lucy prize package.

   (3)  All winning and verified entries will be recorded and placed on a ''winners list'' to be forwarded to Media Drop-In Productions for prize distribution.

   (4)  The procedures described in paragraphs (1)--(3) will be repeated for each of the four I Love Lucy Second Chance Drawings set forth in subsection (a).

   (5)  Determination of winners will be made by the Secretary, whose judgment will be final and binding.

   (d)  The payment of a prize awarded in the Second Chance drawings to a person who dies before receiving the prize or to a person 17 years of age or younger shall be paid according to 61 Pa. Code §§ 811.16 and 811.27 (relating to prizes payable after death of a prize winner; and payment of prizes to persons under 18 years of age).

   12.  Second Chance Prize Descriptions:

   (a)  Grand Prize. A home entertainment center featuring a 57 inch Sony big screen, high scan, rear projection television, a Sony Home Theater Dream System which includes a DVD player, power amplifier, five speakers and a subwoofer and a two-volume video collection featuring the top 10 ''I Love Lucy'' episodes.

   (b)  I Love Lucy Prize Package. Each prize package will include one of each of the following items:

   (1)  ''Lucy is Enceinte'' Limited Edition Print. The 16 inch by 20 inch, framed and matted limited edition artwork depicts a moment that changed the course of broadcasting history and created a National sensation during the 1952 television season.

   (2)  Leather Travel Bag with ''I Love Lucy'' Luggage Tag. This 20 inch by 12 inch by 12 inch all-leather travel bag features a center lid, double zipper opening, two outside pockets, an adjustable/detachable shoulder strap and is ornamented with a ''I Love Lucy'' travel tag.

   (3)  ''Chocolate Factory'' Neon Clock and Watch. This classically styled neon clock captures that magical moment when Lucy and Ethel race to wrap the chocolates whizzing past them on a conveyor belt. The clock can be set to blink or stay solid, and can be plugged in or run on batteries. The watch has a black leather band with a silver frame and features the famous ''I Love Lucy'' heart shaped logo.

   (4)  ''Vitameata-vegamin'' Blanket/Throw. This multi-purpose blanket/throw features an image that retells the story of how Lucy weaseled her way onto a TV show by becoming the spokeswoman for a health tonic that's 23% alcohol.

   (5)  ''California Here We Come'' Umbrella. This 42 inch umbrella depicts the gang piling into the car and heading west (episode is the day before the Richardos and Mertzes are scheduled to head to California, it rains laughs when Lucy's mother decides to join them).

   (6)  ''I Love Lucy'' Monopoly Game. Play the ''I Love Lucy'' Monopoly game and try to accumulate the funniest ''I Love Lucy'' episodes ever.

   (7)  ''Friends Forever'' Coffee Mug. This coffee mug is made of high quality ceramic and features Lucy and Ethel--friends forever.

   (c)  The Lottery reserves the right to substitute a merchandise item set forth in subsection (b)(1)--(7) with a merchandise item of equal or greater value.

   9.  Retailer Incentive Awards: The Lottery may conduct a separate Retailer Incentive Game for retailers who sell Pennsylvania I Love Lucy instant lottery game tickets. The conduct of the game will be governed by 61 Pa. Code § 819.222 (relating to retailer bonuses and incentives).

   10.  Unclaimed Prize Money: For a period of 1 year from the announced close of Pennsylvania I Love Lucy, prize money from winning Pennsylvania I Love Lucy instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Pennsylvania I Love Lucy instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

   11.  Governing Law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P. S. §§ 3761-101--3761-314), the regulations contained in 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

   12.  Termination of the Game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Pennsylvania I Love Lucy or through normal communications methods.
