Dog Control Facility Bill Reimbursement Grant Program; Additional Grant Application Period

   The Department of Agriculture (Department) gives notice of an additional period within which qualified humane societies or associations for the prevention of cruelty to animals may apply for grants under the Year 2004 Dog Control Facility Bill Reimbursement Program (program). The program awards bill reimbursement grants of up to $10,000 per recipient to humane societies or associations for the prevention of cruelty to animals that meet the guidelines and conditions of the program. The program is funded from the Dog Law Restricted Account from funds that have been declared ''surplus'' for the limited purposes set forth in section 1002(b) of the Dog Law (3 P. S. § 459-1002(b)).

   The guidelines and conditions for the program were published at 33 Pa.B. 2482 (May 24, 2003). A copy of the guidelines and conditions are available on the Pennsylvania Bulletin website (www.pabulletin.com). The guidelines and conditions are also available by contacting the Department's Bureau of Dog Law Enforcement, (717) 787-4833.

   The guidelines and conditions make clear the Department's intention to award up to $250,000 in grants under the program. The initial round of applications resulted in the award of up to $190,000 in grants. The purpose of this additional period within which the Department will accept applications is to afford potential grant recipients an opportunity to apply for and obtain grants from the remainder of the funds the Department has earmarked for the program.

   The extended application window will run from November 29, 2003, through December 12, 2003. The guidelines and conditions for the program are the same as for the initial round of applications, with the following exceptions:

   (1)  Grant funds may only be used to reimburse eligible bills that are incurred by a grant recipient between May 1, 2004, and December 31, 2004 (instead of the January 1, 2004, through December 31, 2004, period in the guidelines and conditions).

   (2)  The grant agreement entered into between a successful grant applicant and the Department will prescribe a bill reimbursement request procedure that will exclude the May 15, 2004, reimbursement request deadline in the guidelines and conditions (since no reimbursement will be offered for bills incurred before May 1, 2004).
