NOTICES

Keystone Health Plan East; Community Rate Filing; Base and Prescription Drugs; Rate Filing

   On December 21, 2004, Keystone Health Plan East submitted a base rate filing for the medical and pharmacy plans requesting a rate increase of 16.9% for Base HMO and 11.0% for prescription drug products. The filing will affect 317,000 contracts in medical plans and 242,000 contracts in prescription drug plans. The annualized additional revenue from the proposed rate increases is approximately $285 million. An effective date of April 1, 2005, is requested.

   Unless formal administrative action is taken prior to February 4, 2005, the subject filing may be deemed approved by operation of law.

   A copy of the filing is available on the Insurance Department's (Department) website at www.ins.state. pa.us. Under the Quick Links section, click on the link ''Rate Filings Published in the PA Bulletin.''

   Copies of the filing are available for public inspection during normal working hours, by appointment, at the Department's regional offices in Harrisburg and Philadelphia.

   Interested parties are invited to submit written comments, suggestions or objections to Rashmi Mathur, Actuary, Insurance Department, Bureau of Accident and Health Insurance, Office of Rate and Policy Regulation, 1311 Strawberry Square, Harrisburg, PA 17120 within 30 days of publication of this notice in the Pennsylvania Bulletin.
