Finding

Chester County

   Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Deputy Secretary for Highway Administration makes the following written finding:

   The Department of Transportation (Department) plans to replace the existing Springton Road Bridge over the North Branch of Indian Run in Wallace Township, Chester County. The project includes minor approach roadway work in conjunction with replacing the bridge on approximately the same location. The project will require right-of-way from two historic districts, the Weber/Starret/Fisher/Reed Rural Historic District and the Springton Manor Farm, which is a publicly owned park and a historic district.

   Features such as form-lined concrete to provide a faux stone finish on wingwalls and headwalls and weathered guide rail will be incorporated into the structure design to minimize the visual impacts of the project on the historic districts.

   The Deputy Secretary for Highway Administration has considered the environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 and has concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize effects.

   No adverse environmental effect is likely to result from the replacement of the Springton Road Bridge.
