Availability of Technical Guidance

   Technical guidance documents are on the Department of Environmental Protection's (Department) website: www.dep.state.pa.us (DEP Keyword: Participate). The ''Current Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various Department bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

   The Department will continue to revise its nonregulatory documents, as necessary, throughout 2005.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

   Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Technical Guidance

   DEP ID: 383-3301-106. Title: Turbidity Reporting Instructions for Public Water Systems Using Filtered Surface Water or Groundwater Under the Direct Influence of Surface Water (GUDI) Sources. Description: This manual, which was formerly titled Filter Rule Reporting Instructions for Public Water Systems Using Filtered Surface Water Resources, contains detailed instructions for reporting monitoring results for turbidity to the Department as required by the PA Filter Rule (Federal Surface Water Treatment Rule), the Interim Enhanced Surface Water Treatment Rule (IESWTR) and the Long Term 1 Enhanced Surface Water Treatment Rule (LT1 ESWTR). The turbidity reporting instructions in this manual were recently updated to reflect the new Federal monitoring and reporting requirements for turbidity, as specified in the IESWTR and LT1 ESWTR rules. Substantive changes to the manual were made and advertised for public comment at 34 Pa.B. 5723 (October 16, 2004). Those changes included the lowering of turbidity standards for combined filter effluent, the incorporation of new monitoring and reporting requirements for individual filters and the incorporation of a revised SDWA-5 Form for reporting monthly filter plant performance data. No public comments were received during the public comment period, which was open from October 16, 2004, to November 15, 2004. The instructions in this manual apply to public water systems that are required to submit surface water turbidity monitoring results to the Department. The monitoring and reporting requirements described in this manual are in addition to other routine monitoring and reporting requirements for public water systems and do not supersede them.
