Highmark Blue Cross Blue Shield; CompleteCare Program (Western Region)--Filing No. 1A-CCP-07-HBCBS; Rate Filing

   By filing No. 1A-CCP-07-HBCBS, Highmark, Inc., d/b/a Highmark Blue Cross Blue Shield, requests approval to increase its premium rates for its CompleteCare Program (Western Region). The filing requests an average increase of about 9.0% or $22.26 per contract per month. This will affect about 31,300 contract-holders and produce additional annual premium income of about $8.4 million. The filing also adjusts the relativities between age and gender to be consistent with Highmark's other medically underwritten programs; thus some contract-holders may receive rate adjustments that are less than or greater than the average. In addition, a new rating tier is being requested. The requested effective date of the change is October 1, 2007.

   Copies of the filing are available for public inspection during normal working hours, by appointment, at the Insurance Department's Harrisburg Regional Office.

   Interested parties are invited to submit written comments, suggestions or objections to Rashmi Mathur, Actuary, Bureau of Accident and Health Insurance, Insurance Department, 1311 Strawberry Square, Harrisburg, PA 17120, within 30 days after publication of this notice in the Pennsylvania Bulletin.
