THE CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT
APPLICATIONS FOR NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS AND WATER QUALITY MANAGEMENT (WQM) PERMITS This notice provides information about persons who have applied for a new, amended or renewed NPDES or WQM permit, a permit waiver for certain stormwater discharges or submitted a Notice of Intent (NOI) for coverage under a general permit. The applications concern, but are not limited to, discharges related to industrial, animal or sewage waste, discharges to groundwater, discharges associated with municipal separate storm sewer systems (MS4), stormwater associated with construction activities or concentrated animal feeding operations (CAFOs). This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92 and 40 CFR Part 122, implementing The Clean Streams Law (35 P. S. §§ 691.1--691.1001) and the Federal Clean Water Act.

For applications for new NPDES permits and renewal applications with major changes in Section II, as well as applications for MS4 individual permits and individual stormwater construction permits in Sections IV and VI, the Department, based upon preliminary reviews, has made a tentative determination of proposed effluent limitations and other terms and conditions for the permit applications. These determinations are published as proposed actions for comments prior to taking final actions.
Unless indicated otherwise, the EPA Region III Administrator has waived the right to review or object to proposed NPDES permit actions under the waiver provision in 40 CFR 123.24(d).
Persons wishing to comment on an NPDES application are invited to submit a statement to the regional office noted before an application within 30 days from the date of this public notice. Persons wishing to comment on a WQM permit application are invited to submit a statement to the regional office noted before the application within 15 days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the applications. Comments should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests for a public hearing on applications. A public hearing may be held if the responsible office considers the public response significant. If a hearing is scheduled, a notice of the hearing will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. The Department will postpone its final determination until after a public hearing is held.

Southeast Region: Water Management Program Manager, 2 East Main Street, Norristown, PA 19401.
PA0050482, Amendment No. 1, Sewage, Freedoms Foundation at Valley Forge, 1601 Valley Forge Road, Valley Forge, PA 19482-0706. This existing facility is located in Schuylkill Township, Chester County.
Description of Proposed Activity: Amendment of NPDES permit to discharge treated sewage effluent from Freedoms Foundation STP. The existing permit contains a compliance schedule for upgrades to the treatment plant and collection system. This amendment includes modifications of the required upgrades and a revised schedule for completion of the upgrades. There are no changes to the limits from the existing permit.
The receiving stream, Jug Hollow, is in the State Water Plan Watershed 3F and is classified for: high quality waters, aquatic life, water supply and recreation. The nearest downstream public water supply intake for PA America Water Company, Norristown District is located on the Schuylkill River and is approximately 7.2 miles below the point of discharge.
PA0050202, Industrial Waste, SIC 482111, National Railroad Passenger Corporation (Amtrak), 30th Street Station, 30th and Market Streets, Philadelphia, PA 19104-2898. This proposed facility is located in the City of Philadelphia, Philadelphia County.
Description of Proposed Activity: railroad servicing, fueling and lubrication.
The receiving stream, the Schuylkill River, is in the State Water Plan Watershed 3F and is classified for: WWF and MF. There is no downstream public water supply intake on the Schuylkill River.

The receiving water, Schuylkill River, is in the State Water Plan Watershed 3E and is classified for: WWF, aquatic life, water supply and recreation. The nearest downstream public water supply intake for Aqua-PA is located on the Schuylkill River and is approximately 1 mile below the point of discharge.
The following effluent limits for Outfall 001 are based on an annual average flow of 0.54 mgd and are in effect from permit issuance through completion of plant upgrade and expansion:

Description of Proposed Activity: This application is for renewal of an NPDES permit to discharge treated sewage from the Academy of the New Church STP in Bryn Athyn Borough, Montgomery County. This is an existing discharge to a UNT to Huntingdon Valley Creek.
The receiving stream, UNT to Huntingdon Valley Creek, is in the State Water Plan Watershed 3J and is classified for: TSF, aquatic life, water supply and recreation. The nearest downstream public water supply intake for Aqua-Pennsylvania is located on Pennypack Creek and is about 8 miles below the point of discharge.

Description of Proposed Activity: Discharge of treated sewage from Telford Borough Wastewater Treatment Plant. Amended permit reflects revision to Copper limitation as a result of approved Water Effect Ratio study performed by Telford Borough Authority.
The receiving stream, Indian Creek, is in the State Water Plan, Watershed 3E Perkiomen Creek Basin, and is classified for: TSF. The nearest downstream public water supply intake for Philadelphia Suburban Water Company is located on Perkiomen Creek and is 20.99 miles below the point of discharge.

Description of activity: The application is for renewal of an NPDES permit for existing discharge of treated sewage.
The receiving stream, UNT, is in Watershed 3-C and classified for CWF, water supply, recreation and fish consumption. The nearest downstream public water supply intake for the Borough of Pottstown Water and Sewer Authority is located on the Schuylkill River, approximately 15 miles downstream. The discharge is not expected to affect the water supply.

This application is for renewal of an NPDES permit to discharge treated sewage from Ebensburg Wastewater Treatment Plant in Cambria Township, Cambria County.
The following effluent limitations are proposed for discharge to the receiving waters, known as Howells Run, which are classified as a CWF with existing and/or potential uses for aquatic life, water supply and recreation. The first downstream potable water supply intake from this facility is the Municipal Authority of Buffalo Township.
Outfall 001: existing discharge, design flow of 1.25 mgd.
