Proposed Exchange of Lands

   The Department of Conservation and Natural Resources (Department), acting through the Bureau of Forestry, and the George and Joan Freeman Family Limited Partnership are proposing to negotiate an exchange of land interests in Richland Township, Clarion County, PA and Clinton Township, Venango County, PA.

   The Bureau of Forestry is proposing to convey a total approximately 5 acres of land in Richland Township, Clarion County known as the St. Petersburg tower site to the George and Joan Freeman Family Limited Partnership. In return, the George and Joan Freeman Family Limited Partnership propose to convey approximately 9.7 acres of land in Clinton Township, Venango County to the Bureau of Forestry. The proposed exchange will simplify the State Forest boundary and help further protect the Bullion Run Watershed. Approximately 4.7 acres will be added to Clear Creek State Forest by this land exchange. An environmental review on the property to be added to the Clear Creek State Forest found no significant concerns.

   As is the policy of the Department, the public is hereby notified of this exchange. A 30-day period for public inquiry and/or comment will be in effect commencing July 18, 2009, and ending August 17, 2009. Oral or written comments or questions concerning this proposed exchange may be addressed to Dan Devlin, State Forester, Bureau of Forestry, P. O. Box 8552, Harrisburg, PA 17105-8552, (717) 787-4837. These oral and/or written comments will become part of the official document used in the final decision process.

   If, in the duration of the 30-day comment period, a significant amount of public concern develops, the Secretary of the Department may schedule a public informational meeting.
