Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.depweb.state.pa.us (DEP Keywords: ''eLibrary''). The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

 The Department will continue to revise its nonregulatory documents, as necessary, throughout 2010.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Technical Guidance—Substantive Revision

 DEP ID: 257-3120-003. Title: Guidelines for Conducting Underground Storage Tank Facility Operations Inspections. Description: Storage Tank Regulations require periodic inspection of the operation of underground storage tank facilities. The purposes of the inspections are to determine if a facility's underground storage tanks have been installed and are being operated, and maintained in accordance with Storage Tank Regulations. Third-party inspectors, certified by the Department, perform routine facility operations inspections. This guidance clarifies the procedures certified inspectors should follow when completing an underground storage tank facility operations inspection. Substantive revisions were made to the guidance to update the procedures Department-certified inspectors should follow when completing an underground storage tank facility operations inspection.  Effective Date: October 16, 2010.

 DEP ID: 257-2300-001. Title: Underground Storage Tank Class A and Class B Operator Training Courses. Description: Storage Tank Regulations require that underground storage tank operators be designated by tank owners and trained as soon as practicable, contingent upon availability of approved training providers, but not later than August 8, 2012 (See Section 245.436 relating to operator training). There are three distinct classes of operators: Class A, B and C. Class A and B operators require formal training, testing and certification of training completion. Enactment of the Federal Energy Policy Act of 2005 requires states receiving funds under RCRA, Subtitle I to implement an underground storage tank operator training program.
