Weatherization Assistance Program's Proposed State Plan

 The Department of Community and Economic Development (Department) will hold a public hearing on July 13, 2011, at 2 p.m. in Hearing Room 3, Plaza Level, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA. The purpose of this hearing is to receive comments on the proposed Pennsylvania Fiscal Year (FY) 2011-12 annually-appropriated United States Department of Energy Weatherization Assistance Program Plan (regular plan).

 The FY 2011-12 regular plan will authorize the current formula-based distribution of funds. There will be an initial allocation to the agencies of 50% of the funds, with the balance of the allocation distributed in the 2011-12 program year based upon specific performance goals including production, quality of the work product, prompt, accurate and complete reporting and energy reduction achieved. This funding structure was implemented in the 2010-11 program year and is planned to continue in FY 2011-12.

 The State-issued worker certification process, support of the Weatherization training centers, comprehensive monitoring and use of established priority points for weatherization service are all proposed to continue in the regular FY 2011-12 plan as they were implemented in the ARRA Weatherization Program and the regular FY 2010-11 program year.

 A noteworthy change in the FY 2011-12 plan is the intention to put out for bid various formal and informal leveraging activities including partnerships with electric distribution companies, coordination with energy programs and increasing resources for low-income, high energy users. In addition, the plan will address the new, required health and safety standards, as mandated by the Department of Energy.

The plan can be downloaded from the Department's web site at www.newpa.com.
