 Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Director of the Bureau of Project Delivery as delegated by the Secretary of Transportation makes the following written finding:

 The Department of Transportation (Department) is planning to replace a structurally deficient and deteriorating bridge carrying SR 3007, Section 007 over Big Spring Creek in West Pennsboro Township and North Newton Township, Cumberland County. The project also includes minor alignment improvements to the SR 3007/Log Cabin Road and the SR 3007/Springfield Road intersections.

 This bridge replacement project will require the acquisition of right-of-way (0.02 acre) and slope easements (0.01 acre) from Fish and Boat Commission property, a publicly owned recreation area that qualifies as a Section 2002 resource.

 In accordance with section 2002 of The Administrative Code of 1929 establishing the Department, a Level-1b Environmental Document (ED) has been developed for the project to evaluate the potential environmental impacts caused by the project along with a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use document. Mitigation measures will be taken to minimize harm to the Section 2002 resource as stipulated in the Level-1b ED.

 The approved documents are available in the CE/EA Expert System. The environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resource for the proposed action.
