Subsequently, in the Energy Efficiency and Conservation (EE&C) Program Implementation Order, entered on January 16, 2009 at Docket No. M-2008-2069887, the Commission adopted the TRM as a component of the EE&C Program evaluation process. In that Implementation Order, the Commission also noted that the TRM needed to be updated and expanded to fulfill the requirements of the EE&C Program.

In an Order entered June 1, 2009 at Docket No. M-00051865, the Commission directed that the TRM be updated on an annual basis. In furtherance of this directive, the Commission is seeking comments on the proposed 2012 update to the TRM.
