Substantial Amendment to the 2014-2018 Consolidated Plan and 2014 Action Plan and Adoption of the 2015 Action Plan; Public Hearing

 The Department of Community and Economic Development (Department) is amending the Commonwealth's Consolidated Plan for 2014-2018 and the 2014 Action Plan and adopting the 2015 Action Plan. The Action Plan is the annual application to the United States Department of Housing and Urban Development (HUD) for Federal funds administered by the Commonwealth. The HUD funding programs covered by the Action Plan and administered by the Department are the Community Development Block Grant (CDBG), the HOME Investment Partnerships (HOME), the Emergency Solutions Grant (ESG), Community Development Block Grant-Disaster Recovery (CDBG-DR) and Neighborhood Stabilization Program (NSP 1 and 3) programs. The Department of Health administers the Housing Opportunities for Persons with AIDS (HOPWA) program. Interested persons may view the Plan at http://www.newpa.com/community/federal-program-resource-library/consolidated-plan-and-related-documents or request a copy following the same procedures as listed under Written Comments.

Public Hearing

 The second public hearing for the Substantial Amendment and 2015 Action Plan will be conducted electronically by means of the Internet on Wednesday, June 17, 2015. Access to the discussion by means of the Internet will occur between the hours of 1 p.m. and 2 p.m. This more widely available personal computer access will replace the onsite public hearing. The format will be more accessible than an in-person hearing because those who wish to make comment or discuss policy may participate directly from their personal computer or from a computer located at their public library.

 Individuals or organizations may give testimony or comments by means of the Internet. Citizen comments will be taken on the Amendment and Action Plan and the Commonwealth's intended use and method of distribution of the 2015 Federal funding from HUD. The Commonwealth encourages public participation in this process.

 Anyone who wants to participate must register in advance. Contact Megan L. Snyder at (717) 720-7404 to receive registration instructions for the Internet hearing at least 24 hours prior to the hearing date. During the hearing, if support is required, call (717) 787-5327. The hearing will be shortened if there is no one to testify or there is minimal response.

 Individuals with a disability who wish to participate in the public hearing should contact Megan L.
