Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of its eLibrary to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Final Technical Guidance Document

DEP ID: 383-0400-114. Title: Pennsylvania's Capability Enhancement Program. Description: This document provides guidance to all community, nontransient noncommunity and transient noncommunity drinking water systems, as well as the Department staff on the guidelines and implementation of Pennsylvania's Capability Enhancement Program. The purpose of this document is to establish a rational methodology to implement, track and allocate appropriate resources needed to meet the Federal requirements for a state capacity development strategy for all public water systems. Substantive revisions were made to the guidance in order to facilitate more effective use of grant funds from the United States Environmental Protection Agency by incorporating principles for long-term sustainability. This guidance was published as draft at 45 Pa.B. 1688 (April 4, 2015). No public comments were received.

Final Technical Guidance Document—Minor Revision

DEP ID: 391-2300-003. Title: Training Provider Manual for the Pennsylvania Water and Wastewater System Operator Training Program. Description: This guidance provides instructions to private training providers on how to apply to become an approved provider (sponsor) of water and wastewater training in Pennsylvania and how to obtain approval of training courses taught to Pennsylvania water and wastewater operators. The manual describes sponsor responsibilities, course guidelines and other elements of the Pennsylvania water and wastewater training approval process. The final document was published at 45 Pa.B. 1178 (March 7, 2015). Subsequent to publication, the Department completed minor edits to improve readability and clarity of the guidelines.
