Additional Class of Disproportionate Share Hospital Payments

 The Department of Human Services (Department) is providing final notice of a funding increase to its disproportionate share hospital (DSH) payments for acute care general hospitals that serve the indigent population of cities in this Commonwealth with a per capita income significantly below the Statewide average. These payments are intended to provide additional financial support to hospitals that serve a substantial amount of low-income individuals and Medical Assistance (MA) beneficiaries in impoverished areas of this Commonwealth. The Department is increasing funding from Fiscal Year (FY) 2013-2014 and is making no other changes to the current qualifying criteria or payment methodology for these payments.

 The Department published notice of its intent to increase funding for these DSH payments at 44 Pa.B. 8062 (December 27, 2014). The Department received no public comments during the 30-day comment period and is implementing the changes as described in its notice of intent.

Fiscal Impact

 The FY 2014-2015 impact is $10.355 million ($4.989 million in State general funds).
