Nutrient Credit Trading Program Certification Requests

 The Department of Environmental Protection (Department) provides notice of the following certification request that has been submitted under the Nutrient Credit Trading Program (Trading Program). See 25 Pa. Code § 96.8 (relating to use of offsets and tradable credits from pollution reduction activities in the Chesapeake Bay Watershed), published at 40 Pa.B. 5790 (October 9, 2010).

Credit Certification Request

 The following request is being reviewed by the Department. The Department will accept written comments on this application for this proposed pollutant reduction activity for 30 days.

Activity Description
Unlimited Renewables (Lancaster County). Concentrated animal feeding operation layer manure from Esbenshade and Kreider farms This certification is for a manure conversion technology. Specifically for the conversion of layer manure into an organic fertilizer. The organic fertilizer product will be shipped out of the Chesapeake Bay watershed.

Written Comments

 The Department must receive comments on this application for credit certification no later than Monday, September 28, 2015. Commentators are encouraged to submit electronic comments using the Department's eComment site at www.ahs.dep.pa.gov/eComment. Written comments with the subject line ''Unlimited Renewables'' should be submitted to the Policy Office, Department of Environmental Protection, Rachel Carson State Office Building, P. O. Box 2063, Harrisburg, PA 17105-2063, ecomment@pa.gov.

Written Comment Period Extended for Credit Certification Requests

 The following requests for credit certification are being reviewed by the Department. These applications for proposed pollutant reduction activities will utilize a 3 to 1 trading ratio for credits verified after September 30, 2015.

 These applications were published at 45 Pa.B. 4311 (August 1, 2015) for public comment from August 1, 2015, until August 31, 2015. The Department will extend the comment period for these certification requests for an additional 11 days. The comment period will end on September 11, 2015.
