Pennsylvania Intercity Bus Program

 The Department of Transportation (Department) announces an opportunity for transportation providers to participate in the Pennsylvania Intercity Bus Program (Program). The Program provides regularly scheduled bus service for the public with limited stops over fixed routes connecting two or more urbanized or non-urbanized areas, or both. This Program is open to government entities, nonprofit entities and transportation companies that plan to operate existing fixed routes in this Commonwealth.

 The Department is soliciting organizations who wish to operate the following three existing intercity bus routes. The three routes consist of the following origins and destinations: 1) Harrisburg to Elmira; 2) Williamsport to Easton; and 3) Williamsport to Philadelphia.

 The current operator of these routes plans to discontinue operating the service on or around September 1, 2017. In Fiscal Year 2015-2016, the operator performed a total of 716,159 revenue miles, transported over 75,000 passengers and received an average fare of $16.12 per passenger. The new operator of this service will be expected to start operations on or around September 1, 2017, and to operate according to the currently established schedule. After the new operator is successfully providing the service, the operator will be free to develop and suggest revisions to the schedule, subject to Department approval. Fares may be established and modified at the operator's discretion.

 The Program utilizes Federal and State funding sources to cover up to 75% of an organization's eligible intercity bus operating expenses less fare revenue. To be eligible for the Program, subrecipients must comply with Federal and State requirements. For more information, or to express interest in this Program, contact Colton Brown at coltbrown@pa.gov.
