STATE HORSE RACING COMMISSION

Equine Veterinary Practices

 The State Horse Racing Commission (Commission) provides notice that on August 31, 2017, it issued an Order adopting specific procedures relating to various equine veterinary practices in the horse racing industry. This Order was adopted under the authority of 3 Pa.C.S. § 9311(h) (relating to State Horse Racing Commission), under Administrative Doc. No. 2017-13.

 The general purpose of the Order is to: (1) ensure the health, safety and welfare of the racing horse by setting forth professional standards, ethical obligations and procedures relating to the administration of medications and therapeutic drugs; and (2) establish procedures and record-keeping requirements to maintain the ongoing integrity of racing and the best interests of the general public and the participants in racing. This purpose is common to all other regulations and orders of the Commission addressing the administration of medications/drugs and penalties, including those regulations and orders issued under the statutory authority previously cited.

 In summary, the Order authorizes the use of the ''Equine Veterinary Practices'' Model Rule 011-110 and 025-015 adopted by the Association of Racing Commissioners International, the National body of racing officials that developed model rules and standards for racing.

 The Order and specific provisions have been posted and published on the Commission's web site at http://www.agriculture.pa.gov/Protect/RacingCommission/Pages/Publications.aspx. The Commission will also provide copies of the Order upon request directed to (717) 787-5539.
