2013 Community Development Block Grant—Disaster Recovery Action Plan and 2016 Action Plan Amendment

 The Commonwealth's Action Plans for the 2013 Community Development Block Grant—Disaster Recovery (CDBG-DR) Program and the 2016 Fiscal Year (FY) Programs will be amended to:

 a) 2013 CDBG-DR (PL-113-2)—Move $950,000 from the Housing Repair, Reconstruction and Elevation line item to the Buyout line item to allow for payments for tenants in the designated buyout areas. Refer to the Amended Action Plan for more details.

 b) 2016 CDBG—Competitive—Raise the threshold of the CDBG competitive grants for FY 2016 from $750,000 to $1 million.

 These actions require no citizen comment, in accordance with the Department of Community and Economic Development's (Department) Citizen Participation Plan. The amendment will be effective as of November 6, 2017. The amended Action Plans will be submitted to the United States Department of Housing and Urban Development's Philadelphia Field Office on October 31, 2017, for a 5-day review and may be found on the Department's web site at http://dced.pa.gov.

 This notice is to inform the citizens, local governmental officials and interested organizations of this Commonwealth that a minor amendment is being made to the 2013 CDBG-DR (PL 113-2) and the 2016 Action Plan as submitted. These amendments do not constitute a substantial amendment as described in the Commonwealth's Citizen Participation Plan to Develop the Consolidated Plan and Related Documents. This has been determined because the amendments only identify a minor budget revision, as outlined as follows (CDBG-DR) and an increase in the funding threshold of the CDBG Competitive Program in FY 2016.
