Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.elibrary.dep.state.pa.us/dsweb/HomePage. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 787-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Draft Technical Guidance—Substantive Revision

DEP ID: 563-2000-602. Title: Beneficial Use of Biosolids and Residential Septage at Active Mine Sites. Description: This guidance provides clarification and direction to Department staff, permittees and their consultants regarding the nature and scope of the Mining Program's review of proposals for beneficial use of biosolids and residential septage for land reclamation at coal surface mine sites, coal refuse reprocessing sites, coal refuse disposal sites and noncoal mine sites. This policy is being updated to include new and updated definitions and additional details on the approval process. The title has also been changed to refer to ''biosolids'' and ''residential septage'' instead of ''sewage sludge,'' which may include materials not appropriate for beneficial use.

Written Comments: Interested persons may submit written comments on this draft technical guidance document by Monday, May 21, 2018. All comments, including comments submitted by e-mail, must include the originator's name and address. Interim Final Technical Guidance—New Guidance

DEP ID: 383-4200-001. Title: Stormwater Management for Agricultural High Tunnels. Description: The Storm Water Management Act (act) (32 P.S. §§ 680.1—680.17) requires counties to prepare and adopt watershed based stormwater management plans for management of stormwater when land uses are modified. The act also requires municipalities to adopt and implement ordinances to regulate development consistent with these plans. Stormwater must also be managed in accordance with The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the regulations thereunder, including 25 Pa. Code Chapter 102 (relating to erosion and sediment control). The Department is issuing interim final technical guidance ''Stormwater Management for Agricultural High Tunnels'' (DEP ID: 383-4200-001) which provides the Department's interpretation regarding the applicability of the act and The Clean Streams Law requirements to high tunnel structures used as temporary facilities to carry out agricultural activities.

Final Technical Guidance—Substantive Revision

DEP ID: 563-2504-411. Title: Processing Completion Reports for Coal Mining Operations. Description: This guidance document establishes guidelines for processing completion reports on coal mining sites and was updated to reflect the current process and forms in use. A 30-day comment period opened on September 30, 2017, and the Department received no comments on the draft document.

Final Technical Guidance—Substantive Revision

DEP ID: 563-2504-407. Title: Bonding: Direct-Submittal of Bonds. Description: The purpose of this guidance is to specify the process that should take place for mining operators to accomplish direct submittal of bond for approval. The guidance was updated to reflect the processes and forms currently in use. A 30-day comment period opened on January 14, 2017, and the Department received no comments of the draft document.

Final Technical Guidance—Minor Revisions

DEP ID: 386-2100-001. Title: Implementation Guidance for NPDES CAFO Permits and Water Quality Management Permits for Manure Storage Facilities. Summary of Revisions: The Department changed this document number from 390-2100-001 to 386-2100-001 to reflect a bureau reorganization. Additionally, outdated web site addresses and bureau names within the document were updated. No other changes were made.
