The proposed project impacts within Bedford County includes: temporary impacts to seven (7) Unnamed Tributaries (UNTs) to Shawnee Branch (WWF, MF), two (2) UNTs to Adams Creek (WWF, MF), four (4) UNTs to Raystown Branch of the Juniata River (WWF, MF), and associated floodways of the watercourses; permanent impacts to twelve (12) UNTs to Shawnee Branch (WWF, MF), Shawnee Branch (WWF, MF), five (5) UNTs to Adams Run (WWF, MF), four (4) UNTs to Raystown Branch of the Juniata River, and associated floodways of the watercourses; permanent impacts to 0.07 acre of floodway of a UNT to Shawnee Branch (WWF, MF) for access road improvements; temporary impacts to one (1) Exceptional Value (EV) Palustrine Forested (PFO) wetland totaling 0.21 acre, two (2) Other Palustrine Emergent (PEM) wetlands totaling 0.03 acre; and permanent impacts to nine (9) Other PEM wetlands, one (1) EV PEM wetland, one (1) EV PEM/PFO wetland, and two (2) PFO wetlands all totaling 2.38 acres of permanent wetland impact and 1.58 acre of EV PFO to EV PSS wetland and 0.10 acre of EV PFO wetland to EV PEM wetland conversion in Bedford County. To compensate for the cumulative conversion wetland impacts within Bedford County the applicant will create 2.0 acres of wetland mitigation in Bedford County. The proposed project impacts in this permit application are associated with a proposed electric transmission line project extending approximately 17.6 miles in Pennsylvania between Bedford Township, Bedford County, PA and Central City Borough, Somerset County, PA. Permit was issued July 13, 2018.

 Has been given consent to:

The portion of this project, within Somerset County, consists of the installation and maintenance of approximately 5.6 miles of high voltage transmission line, along with appurtenant structures and temporary mat crossings. The high voltage transmission line will be constructed as aerial transmission line crossings over 3.7 acres of wetland and 500 linear feet of multiple watercourses, within the Dark Shades Creek (CWF) and the Beaverdam Run (HQ-CWF) watersheds. The aforementioned temporary and permanent impacts include both disturbances and direct and indirect impacts to watercourse, wetland, floodplain, and floodway resources, of which direct and indirect impacts will be compensated through site restoration or additional compensation as identified. These impacts include a total of 1.9 acre of conversion impacts to PEM, PSS, and PFO wetlands. To compensate for the cumulative conversion wetland impacts, along the entire multi-county project, the applicant will create 4.0 acres of wetland mitigation in Jenner Township, Somerset County. The project impacts in this permit application are for a portion of a larger project that is associated with a transmission pipeline project extending approximately 17.6 miles in Pennsylvania between Central City, Somerset County, PA and Bedford Township, Bedford County, PA.

Air Quality; Revision to the Registered ERCs in the Commonwealth's ERC Registry

Southcentral Region: Air Quality Program, 909 Elmerton Avenue, Harrisburg, PA 17110.

Contact: Thomas Bianca, Facilities Permitting Chief, 717-705-4863, or William Weaver, Regional Air Quality Manager, 717-705-4702.

The Department of Environmental Protection (Department) has approved the following Emission reduction credits (ERC) and entered into ERC registry system. ERCs are surplus, permanent, quantified and Federally enforceable emission reductions used to offset emission increases of criteria pollutants. The Department maintains an ERC registry in accordance with the requirements of 25 Pa. Code § 127.209. Prior to registration of the credits, ERC Registry Applications are reviewed and approved by the Department to confirm that the ERCs meet the requirements of 25 Pa. Code §§ 127.206—127.208. Registration of the credits in the ERC registry system constitutes certification that the ERCs satisfy applicable requirements.

The certified ERCs shown as follows, in tons per year (tpy), satisfy the applicable ERC requirements contained in 25 Pa. Code §§ 127.206—127.208. ERCs created from the curtailment or shutdown of a source or facility expires for use as offsets 10 years after the emission reduction occurs. ERCs generated by the over control of emissions by an existing facility do not expire for use as offsets. However, credits in the registry that are not used in a plan approval will be discounted if new air quality requirements are adopted by the Department or United States Environmental Protection Agency.

For additional information concerning this listing of certified ERCs, contact the Bureau of Air Quality, Division of Permits, Department of Environmental Protection, 12th Floor, Rachel Carson State Office Building, P.O. Box 8468, Harrisburg, PA 17105-8468, (717) 787-4325.
