Federal Consistency under the Coastal Zone Management Act; Installation of Kayak Dock on the Poquessing Creek

 This notice is published under section 306(d)(14) of the Federal Coastal Zone Management Act of 1972 (16 U.S.C.A. § 1455(d)(14)), regarding public participation during consistency determinations. The Department of Environmental Protection (Department), Coastal Resources Management Program has received notice that Glen Foerd on the Delaware River is proposing to install a kayak dock on the Poquessing Creek in the City of Philadelphia.

 The proposed activity includes the installation of a kayak dock along the bank of the Poquessing Creek, adjacent to the Carriage House approximately 750 feet upstream from the confluence with the Delaware River. The dock will be 4 feet long by 16 feet wide and float 4 inches above the waterline to accommodate small water craft (canoes and kayaks). A 14-foot long by 14-foot wide landside concrete structure, including steel piles driven deep into the embankment, will be required to provide access to the floating dock and gangway. An 80-foot long by 7 1/2-foot wide hinged aluminum gangway will extend from the concrete platform to the floating dock. Erosion and sedimentation controls, including turbidity curtains, will be implemented during construction. It is anticipated that the project will disturb about 1,600 square feet ofland area. The applicant is seeking Federal authorization from the United States Army Corps of Engineers for this project.

 This project is subject to Department review for Federal consistency because it is a Federal license and permit activity and will have reasonably foreseeable effects on this Commonwealth's coastal resources or uses.

 In accordance with National Oceanic and Atmospheric Administration (NOAA) regulations in 15 CFR Part 930, Subpart D (relating to consistency for activities requiring a Federal license or permit), Glen Foerd on the Delaware River has certified that the proposed activity will be conducted in a manner consistent with the applicable enforceable policies of the Commonwealth's NOAA-approved Coastal Resources Management Program. Interested parties may request a copy of the Federal Consistency Certification from the Department contact listed as follows.

 The Department will consider all comments received on or before February 12, 2018, before issuing a final Federal consistency concurrence or objection.
