Availability of Technical Guidance

 Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to TGDs

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Draft TGD: Substantive Revision

DEP ID: 393-0300-001. Title: Lead and Copper—A Working Guide to the Lead and Copper Rule. Description: The regulations in 25 Pa. Code Chapter 109 (relating to safe drinking water) that were amended in August 2002 and December 2010 to incorporate the Federal Lead and Copper Rule (LCR) minor revisions and short-term revisions. This document provides guidance to public water systems to assist in compliance with the key provisions of the LCR. All sections have been revised to include the 2002 minor revisions and the 2010 short-term revisions. Additionally, Chapter 109 citations have been included throughout this document.

Written Comments: Interested persons may submit written comments on this draft TGD by January 2, 2019. All comments, including comments submitted by e-mail must include the originator's name and address. Draft TGD: New Guidance

DEP ID: 393-3301-008. Title: Water Quality Parameter Reporting Instructions for the Lead and Copper Rule. Description: The guidance is necessary because:

 1. The new Technical Guidance Manual Water Quality Parameter Reporting Instructions for the Lead and Copper Rule provides uniform and detailed instructions for the reporting of public drinking water monitoring results to the Department. The primary objective of the LCR is to control lead and copper levels in public drinking water systems through a treatment technique for corrosion control. An action level (AL) represents a level at which the system must take additional action to reduce lead or copper levels. Treatment technique requirements are triggered when an AL for lead or copper is exceeded. Systems exceeding either the lead or copper AL are required to install Optimal Corrosion Control Treatment, source water treatment or both. Large systems and those small/medium systems that exceed an AL are required to monitor for Water Quality Parameters (WQP).

 2. Laboratories and Public Water Systems must now report data electronically, according to 25 Pa. Code Chapter 109.810 (relating to reporting and notification requirements). The new Technical Guidance also provides instructions for submitting WQPs under the LCR into Drinking Water Electronic Lab Reporting System by the Safe Drinking Water Act forms for reporting. In addition, the Water Quality Parameter Reporting Instructions for the Lead and Copper Rule Technical Guidance introduces a table containing newer Department approved/accepted methods for WQPs.
