Action of Controlled Plant and Noxious Weed Committee; Addition of Noxious Weeds to Controlled Plants and Noxious Weed List

 A meeting of the Controlled Plant and Noxious Weed Committee (Committee) was held on October 22, 2020, by means of an online meeting.

 A Sunshine Notice regarding the meeting was published at 50 Pa.B. 5663 (October 10, 2020).

 The purpose of the meeting was to consider the addition of seven plants to the noxious weed list as authorized under 3 Pa.C.S. § 1511(b)(3)(ii) (relating to designation of noxious weeds and controlled plants).

 A quorum of the Committee was present at the meeting. After a presentation by the Department of Conservation and Natural Resources and the Department of Agriculture (Department), the acknowledgement of written public comments received and a discussion of the Committee, the Committee voted to approve the following weeds for addition to the noxious weed list.

 • Japanese Angelica Tree (Aralia elata) Class B

 • Japanese hops (Humulus japonicus) Class B

 • Oriental bittersweet (Celastrus orbiculatus) Class B

 • Black swallow-wort (Cynanchum louiseae/Vincetoxicum nigrum) Class B

 • Pale swallow-wort (Cynanchum rossicum/Vincetoxicum rossicum) Class B

 • Mugwort (Artemisia vulgaris) Class B

 Under authority and requirements of § 1511(b)(3)(iv), the Department hereby publishes the addition of Japanese Angelica Tree, Japanese hops, Oriental bittersweet, Black swallow-wort, Pale swallow-wort and Mugwort to the noxious weed list.

 The addition of the previously listed plants to the controlled plants and noxious weeds list will become effective 60 days from publication of this notice.
