 The Health Care Cost Containment Council (Council), according to the act of July 8, 1986 (P.L. 408, No. 89), as amended most recently by the act of April 20, 2020 (P.L. 82, No. 15), is required to publish a list of all special reports and data that have been prepared during the previous calendar year. The following represents a summary of the reports and requests for data generated by the Council in calendar year 2020. The list of data fields that are included in the standard public use files are located in PDF files posted on the Council's web site at www.phc4.org (select ''Services'' then ''Data Requests''). Agency for Healthcare Research & Quality—William Freeman, PhD/Rachel Lipari, PhD

 Statewide second through fourth quarter 2019 inpatient discharge and inpatient revenue code detail datasets with derived fields (number of days to admission, days to procedure and age). The data will be used in the Healthcare Cost and Utilization Project (HCUP), which uses the data for multiple databases, reports, tools and products. The HCUP databases enable research on a broad range of health policy issues, including cost and quality of health services, medical practice patterns, access to health care programs and outcomes of treatments at the National, regional, State and local levels.

Albert Einstein Healthcare Network—Brian Mendes

 Standard Statewide third quarter 2012 through 2018 inpatient discharge dataset to use for internal analysis to support strategic initiatives at Einstein Healthcare Network.

Allegheny County Health Department—LuAnn Brink, PhD, MPH

 Standard regional 2019 inpatient discharge dataset for Region 1 to be used for public health surveillance, research and targeted intervention purposes to help identify areas of Allegheny County with a higher risk of nonfatal injuries, including falls and motor vehicle crashes and acute outcomes that may be associated with environmental quality, including asthma and cardiovascular events.

Capital Health—Jeremye Cohen

 Standard regional fourth quarter 2018 through fourth quarter 2019 inpatient discharge and ambulatory/outpatient procedure datasets for Regions 8 and 9 to be used for Capital Health's planning purposes for their health system to assist in determining public demand.

Children's Hospital of Philadelphia—Scott Lorch, MD

 A modification to a prior request for a custom 2006 through second quarter 2017 inpatient discharge dataset of mother delivery and newborn birth records, with readmission records linked to Department of Health birth certificate and mortality data for mothers and infants delivered/born 2006 through 2014 with derived data fields (number of days to admissions, days to death and intensive care unit indicator). The data is to be used for a study, Effect of Changing NICU Patient Volumes and Levels of Care on Neonatal Outcomes, which will identify the structures and patient volumes needed to optimize the outcomes of premature infants, allowing for evidence-based policies at the State and National-level to guide the development of perinatal delivery systems.

Community Health Systems—Tomi Galin

 Standard Statewide 2019 inpatient discharge and ambulatory/outpatient procedure datasets to be used to understand Community Health Systems' communities specific health care needs, areas of underservice and with high risk for specific disease, defining health care demand to support planning and illustrate access issues to develop outreach programs or eliminate service. The data will be used to determine whether primary care services and appropriate access are satisfied within a defined market area.

Doylestown Hospital—Joseph Prinzi

 Standard regional third quarter 2017 through second quarter 2019 ambulatory/outpatient procedure dataset for Region 8, prepared by their consultant Intalere, to be produced into reports for Doylestown to review activity performed at Doylestown within specific surrounding market areas served and compare that activity to the services performed at other health care organizations within those market areas.

Evangelical Community Hospital—Nicole Lohr

 A 2019 custom inpatient discharge dataset of Region 4 and 5 cases with a derived field (number of days from prior discharge) and standard regional ambulatory/outpatient procedure dataset for Regions 4 and 5 to be used to conduct an internal study of Evangelical Community Hospital's market share and to gain a better understanding of the population it serves.

Excela Health—Allison Lutz

 Standard Statewide second quarter 2019 through fourth quarter 2019 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets, prepared by their consultant, Intalere, to be used to develop reports for Excela Health to examine State, county and hospitals inpatient and outpatient market share.

 Standard Statewide second through fourth quarter 2019 inpatient discharge and ambulatory/outpatient procedure datasets to be used for the following analysis: market demand, market share, patient origin, payer mix and distribution, patient demographics, diagnosis/procedure distribution, facility and physician profile and distribution and trend analysis.

Good Shepherd Rehab Network—Cindy Buchman

 Standard Statewide 2019 inpatient discharge datasets and regional second and third quarter 2019 ambulatory/outpatient procedure datasets for Regions 6—9 to be used for internal analysis for Good Shepherd Rehab Network's services.

Highmark Health—Daniel Loschiavo

 Standard Statewide 2019 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets to be used for ongoing operational analysis and planning purposes. Highmark Health will perform analyses of hospitals and surgery centers in western and central Pennsylvania with respect to issues including: service offerings, payer mix, patient travel patterns, facility service areas, provider market shares and trends; and analyses of hospital capacity and utilization, bed counts, revenues and costs, and trends. The analyses will relate to regulatory compliance and integrated health care delivery network and financing system efforts to evaluate hospital competition, further develop Allegheny Health Network, and offer high-value insurance products.

Hospital Executive Council—Ronald Lagoe

 Standard regional 2018 inpatient discharge dataset for Region 6 to use to develop resident county data for planning organization for hospitals of Syracuse, NY.

Hospital & Healthsystem Association of Pennsylvania—Peter Nguyen/Graycen Hunt

 A second through fourth quarter 2019 custom inpatient discharge readmission analysis data report, a custom Statewide inpatient discharge dataset with a derived field (number of days from prior discharge) and a standard Statewide inpatient revenue code detail dataset. The Hospital & Healthsystem Association of Pennsylvania (HAP) will use the data to conduct ongoing monitoring of Statewide, regional and hospital-specific quality outcomes. HAP may, from time to time, release the aggregate results of its quality monitoring research for membership education. The readmission analysis data will be used for HAP's Hospital Improvement Innovation Network contract awarded by Centers for Medicare & Medicaid Services (CMS), and future Network of Quality Improvement and Innovation work through CMS.

Hospital & Healthsystem Association of Pennsylvania—Sari Siegel, PhD

 Standard Statewide 2019 volume one financial data report to be used by HAP to conduct ongoing monitoring of Statewide, regional and hospital-specific financial information and outcomes. HAP may, from time to time, release aggregate results of its monitoring research, and they intend to use analysis of the information for member research.

Indiana Regional Medical Center—Mark Richards

 Standard regional first and second quarter 2019 inpatient discharge datasets for Region 3 to be used for analysis to conduct a market assessment for strategic planning.

Intalere—Richard Mackey/Joe Morrison

 Standard Statewide second quarter 2019 through first quarter 2020 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets will be combined with other health care data to be used to produce various aggregate report files distributed by Intalere's Navigate system (PC based) and NavigateNet system (Internet-based) that are offered as health care software products to its customers. The reports can be by product line, service area, hospital or health system, physician or physician group, or both, which can include but are not limited to market share, patient origin, use rates, charges, surgery detail, payer mix, patient demographics, diagnosis/procedure distribution, refinement, and the like.

International Business Machines Corporation (IBM)—Katherine Blumhardt/Kayla Blanchard

 Standard Statewide second quarter 2019 through first quarter 2020 inpatient discharge and ambulatory/outpatient procedure datasets. IBM will process, standardize and distribute different types of data and statistical analyses to its clients (hospitals, health networks, government agencies, health care providers, payers, consultants, vendors, researchers, and the like) through proprietary decision tools, benchmark databases, research, custom studies and other associated products by Internet or PC/CD based, which provide utilization market share, service demand, outcome indicators, assistance in resource allocation and in evaluating benefit plans.

Jian Strategic Marketing—Heidi Orie

 Standard Statewide second quarter 2019 through first quarter 2020 inpatient discharge datasets and standard regional ambulatory/outpatient procedure datasets of 2017 through 2019 for Regions 4—7; second through fourth quarter 2019 for Regions 1—3; and first quarter 2020 for Regions 1—7 to be used to analyze trends in the market for nonprofit health care providers. The data will be used for consulting purposes to help guide marketing and communication tactics to providers and consumers.

Lehigh Valley Health Network—Vanessa J. Villaverde

 Standard Statewide second through fourth quarter 2019 inpatient discharge and ambulatory/outpatient procedure datasets to be used for service area analyses, competitive analyses, product line trends and analyses, and incidence rate comparisons and trends for program development. The data will also be used for research population based health issues, to promote health and well-being of targeted vulnerable populations; internal quality control research; internal resource utilization research; support development of continuum of care research; and community based health needs that target chronic illnesses.

LifePoint Health—Casey Tebeau

 Standard Statewide second quarter 2019 inpatient discharge dataset, prepared by their consultant, Trilliant Health, to be used to evaluate Conemaugh Health System's current performance, competitor's performance and future opportunities. They will be able to illustrate current market share and enhance various other planning tools such as budgets and 5-year plans.

Main Line Health—Praveen Shanbhag

 Standard second quarter 2019 through first quarter 2020 Statewide inpatient discharge dataset and regional ambulatory/outpatient procedure dataset for Regions 8 and 9 to be used for market assessments, internal facility and service line planning purposes to evaluate consumer need and identify underserved geographic and clinical areas in Main Line Health's market.

Monongahela Valley Hospital—Patrick J. Alberts

 Standard second through fourth quarter 2019 regional inpatient discharge and ambulatory/outpatient procedure datasets for Region 1 and Statewide inpatient and ambulatory/outpatient revenue code detail datasets to be used to analyze clinical data to identify gaps in services in order to offer new services to Monongahela Valley Hospital's community.

OSS Health—Daniel Fenyes/Tricia Wolf

 Custom second through third quarter 2019 inpatient discharge and ambulatory/outpatient procedure musculoskeletal related cases for patients who reside in Region 5 or were treated at hospitals and ambulatory surgery centers in Region 5 to be used for studying Southwestern Pennsylvania Region 5 analysis of populations health/value-based musculoskeletal care. They will conduct a competitive research study and analysis of patient access, cost and outcomes of OSS Health's physicians, hospitals and ancillaries versus other health care networks in the similar service area.

Penn Highlands Healthcare—Gregory P. Bauer

 Standard Statewide second through fourth quarter 2019 inpatient discharge, ambulatory/outpatient proce-dure, and inpatient and ambulatory/outpatient revenue code detail datasets, prepared by their consultant, Intalere, will be used to develop market share reports for Penn Highlands Healthcare to use the information in preparation of strategic plans as well as in the development of physician recruitment plans for Penn Highlands Healthcare.

Penn State Hershey Health System—Julie Eisenhauer

 Standard Statewide second through fourth quarter 2019 inpatient discharge and ambulatory/outpatient procedure datasets, prepared by their consultant, Advisory Board Market Innovation Center, to provide Penn State Health with analysis of utilization, disease and procedure incidence, market analysis and strategic planning for the improvement of health care services provided by Penn State Health. Reports created from the data may be shared with outside counsel/consultants as part of the strategic planning process.

Pennsylvania Commission on Crime and Delinquency—Kirsten Kenyon

 Standard Statewide third quarter 2011 through second quarter 2019 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets and 2011 through 2018 financial data. In partnership with Indiana University of Pennsylvania researchers, the data will be merged with multiple other datasets and used for a project, Establishing a Baseline for Costs of Pennsylvania Firearm-Related Injuries, to understand the current scope and dynamics of gun violence in this Commonwealth. The research will be used to prepare written briefings, presentations and analysis by the Office of Gun Violence Prevention within Pennsylvania Commission on Crime and Delinquency to establish a baseline of firearm-related fatalities to support the work of State policymakers in developing public health and public safety strategies to address gun violence in its many forms.

Pennsylvania Department of Health—Brian Wright

 Standard Statewide 2019 inpatient discharge dataset to be used for the Bureau of Health Promotion and Risk Reduction, Violence and Injury Prevention, and Division of Nutrition and Physical Activity programs. The data will be used to help identify groups at high risk for injury, specific types and causes of injury, and effective injury prevention, planning and evaluation strategies; produce various injury reports and asthma related reports; respond to requests for aggregate data pertaining to injury, chronic diseases, drug overdoses, and the like; and disseminate in aggregate on the Department of Health's EDDIE system and dashboard.

Pennsylvania Department of Health—Carolyn Byrnes

 Standard Statewide 2019 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets to be used to expand information on the Opioid Data Dashboard on the PA Open Data Portal. The enhancement will assist agencies and citizens in gaining a richer and nuanced perspective of the epidemic and the downstream impacts of the epidemic across various societal and governmental interfaces. The University of Pittsburgh Graduate School of Public Health is the contractor work-ing with the data, as well as, with Medicaid data, child welfare system data, workers' compensation claims, employment data and motor vehicle injury data for the project.

 A custom 2015 through third quarter 2019 inpatient discharge data report of the number of cases for specified conditions to evaluate hemorrhage and eclampsia/preeclampsia in this Commonwealth. The Department of Health is applying to become part of the Alliance for Innovation in Maternal Health (AIM), along with the support of the Pennsylvania Perinatal Quality Collaborative. When applying to become an AIM state, a choice of patient safety bundle to implement must be chosen. These data will help in making the decision by evaluating which condition has a higher burden in the Commonwealth, and which condition may disproportionally affect African American women in this Commonwealth.

Pennsylvania Department of Health—Christine Mulgrew, MPH, PhD

 A custom 2018 through first quarter 2019 inpatient discharge and ambulatory/outpatient procedure dataset for patients with colon surgical procedures with a derived field (number of days from procedure to discharge) to be used to compare with the National Healthcare Safety Network figures for the purposes of validating surgical site infections that arise following colon surgery.

Pennsylvania Department of Health—Danyang Chen, MD

 A custom 2008 through 2018 inpatient discharge dataset for patient records to be linked with a listeria case reported in Pennsylvania's reportable disease surveillance system (PA-NEDSS) and for patient records not linked with a listeria report event but have a listeria diagnosis with derived fields (number of days from onset of condition to admission and listeria indicator). The data will be used for an Assessment of Listeriosis Reporting in Pennsylvania study, which is to evaluate the completeness of listeria reported to the Department of Health. They will compare cases reported to PA NEDSS to admissions captured in Council data.

Pennsylvania Department of Health—Zhen-qiang Ma, MD, MPH, MS

 A 2019 standard Statewide ambulatory/outpatient procedure dataset and custom Statewide inpatient discharge dataset with a derived field (admission) to be used to assess the health impacts associated with various environmental factors in this Commonwealth. Additionally, the data will be used to provide summary information to the Centers for Disease Control and Prevention's (CDC) Environmental Public Health Tracking Network on monthly hospitalizations for five conditions: acute myocardial infarction (AMI), asthma, carbon monoxide poisoning, chronic obstructive pulmonary disease and heat stress.

Pennsylvania Department of Human Services—George Rhyne

 Custom third quarter 2017 through second quarter 2018 inpatient discharge dataset from the corrected self-pay database and 2016 through 2018 financial data of the 3-year average percent of uncompensated care to be used to compute payments to hospitals for the Hospital Uncompensated Care and Extraordinary Expense programs established under the Tobacco Settlement Act of 2001.

 A custom third quarter 2017 through second quarter 2018 inpatient discharge dataset of records with an MDC 14 or MDC 15 from general acute care hospitals to be used to calculate payments to hospitals for obstetrical and neonate services.

Pennsylvania Department of the Auditor General—Jo Anne Walchak

 A standard Statewide third quarter 2018 through second quarter 2019 inpatient discharge dataset to be used to review data used to calculate Tobacco Settlement entitlements to hospitals within this Commonwealth prior to the Department of Human Services' calculation of the payment amounts. The Department of the Auditor General will review data that will be provided to Department of Human Services for use in making Uncompensated Care Tobacco Fund payments in 2021.

Pennsylvania Legislative Budget and Finance Committee—Stephen Fickes

 Custom third quarter 2012 through second quarter 2018 inpatient discharge and ambulatory/outpatient procedure data report of cases with a mental health diagnosis by county, fiscal year and category to be used to assist the Pennsylvania Legislative Budget and Finance Committee with their study in response to House Resolution 515, which requires them to conduct a broadly-focused study of county-based mental health services.

Pennsylvania Office of Attorney General—Tracy W. Wertz

 Standard Statewide second through fourth quarter 2019 inpatient discharge, ambulatory/outpatient procedure, inpatient revenue and ambulatory/outpatient revenue code detail datasets and 2018 financial data report to be used for review of hospital mergers to ensure that the mergers are in compliance with antitrust laws; and the information may be disclosed for official law enforcement purposes or disclosed in litigation related to Federal antitrust laws or other state and Federal laws. These data may also be shared with the Federal Trade Commission or the United States Department of Justice to be used for investigations that are conducted jointly with the Office of Attorney General.

Pennsylvania Patient Safety Authority—Shawn Kepner

 A custom second quarter 2019 through first quarter 2020 hospital data report and 2012 through first quarter 2020 ambulatory surgery center data report on the number of cases by facility and quarter with lengths of stay and charges to be used in combination with the Pennsylvania Patient Safety Authority's (PSA) PA-PSRS data to produce facility specific and aggregate medical error rate data to improve PSA's analytic capabilities, thereby supporting PSA's overall mission.

 A custom 2018 through 2019 inpatient discharge dataset for cases with air embolisms and blood incompatibility events to be used to identify specific hospital acquired conditions for an internal analysis.

 A custom 2018 through 2019 inpatient discharge dataset for cases with specific diagnosis to be used to identify retained foreign body events for an internal analysis.

Pennsylvania Senator Pam Lovino—Samantha Smith

 A custom report for the number of hospital admissions with an amyloidosis diagnosis for fiscal year 2019 and Fiscal Year July 1, 2016—June 30, 2019, for a Senate Resolution on making March Amyloidosis Awareness month.

Philadelphia Department of Public Health—Raynard Washington, PhD, MPH/Vanessa Assibey-Mensah, PhD, MPH

 Standard regional 2019 inpatient discharge and ambulatory/outpatient procedure datasets for Regions 8 and 9 to be used for a variety of analyses that allow tracking of diseases. Data are used for the evaluation of trends in services, estimated cost and outcomes for several conditions (HIV, diabetes, asthma, hypertension, cancer screening, violence-related injuries, influenza-like illness, pelvic inflammatory disease and, if any, emerging infectious diseases, and the like) as well as patient demographics for research and policy planning. The data will be used to examine obstetrical services, high-risk pregnancies and ongoing research of birth outcomes and in needs assessment activities for both Health Start and Title V. The data is also used to evaluate the HIV/AIDS surveillance system and as part of Ryan White Part A. On occasion the results of the analyses may be shared with other city agencies and health advisory groups.

Reading Hospital and Medical Center—Daniel Ahern

 Standard Statewide second quarter 2019 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets, prepared by their consultant, Intalere, to be used to track historic volumes and market shares in Reading Hospital's system area and other areas will be examined for potential expansion of services. The data will be utilized through Intalere's user-friendly tool to identify trends and analyze market activity by payer mix, patient age mix and service line distribution.

Renzi Podiatry/Save Your Soles Campaign—Ronald M. Renzi, DPM

 A custom 2013 inpatient discharge dataset for patients with lower extremity amputations who reside in Region 8 or 9, a custom 2010 through 2019 inpatient discharge and ambulatory/outpatient procedure dataset for patients with an amputation procedure who reside in Region 6 or 7, and a custom 2005 through 2014 inpatient discharge and ambulatory procedure dataset for patients diagnosed and treated for critical limb ischemia (CLI) who reside in Region 8 or 9. The data will be used for the Save Your Soles Campaign program sponsored by Abington Memorial Hospital Innovators Foundation, which is to reduce amputations in the Philadelphia area. Dr. Renzi plans to develop the number and rate of major and minor amputations over time in the study area to evaluate the effectiveness of amputation prevention strategies and to develop rate of procedures for CLI.

 A custom 1990 through 2019 inpatient discharge dataset and 1996 through 2019 ambulatory/outpatient procedure dataset for patients with a foot surgery who reside in Regions 6—9 and a custom 2019 data report for patients with an amputation who reside in Regions 8 or 9 to develop trends in amputations and identify a correlation between foot surgery procedures and amputation rates.

RKSB Health Care Consulting—Whitney E. Hess

 A custom 2019 inpatient discharge dataset of cases who reside in West Virginia to be used for consulting and to determine the number of West Virginia residents using cardiac services in this Commonwealth to establish a use rate for the population.

RWJBarnabas Health System—Elizabeth McNutt

 Standard regional and facility 2015 through 2019 inpatient discharge dataset for Regions 7—9 and Lehigh Valley Health Pocono and Saint Luke's Monroe Campus. The data will be combined with New Jersey and New York databases to use for market analysis. The information will be used for Health Reform Act of 1992 Data Reporting and Utilizations Requirements, to fulfill certificate of need requirements, internal market analysis, to comply with Community Health Needs Assessment and Population Health Needs Assessment and Population Health Improvement Mandates of PPACA, or both, which is to enhance data reporting, quality improvement and marketing actives.

Safety-Net Association of Pennsylvania—James A. Tomkins

 Standard regional 2019 inpatient discharge dataset for Regions 8 and 9 to be used to update prior analysis on inpatient hospital utilization in the Philadelphia area, which will be used to educate PA Safety-Net Association hospitals.

SG-2—Tanya Chin-Fatt

 Standard Statewide second quarter 2019 through first quarter 2020 inpatient discharge dataset to be used in SG-2's online platform applications and desktop tools, and summary reports. The data will be used in their Market Forecast and State Data Analysis Tool software that was developed to support their client hospitals' long and short term operational and strategic planning efforts. These tools enable their clients to develop 10-year health services demand forecasts by clinical area and geography, to provide them with the ability to project and meet future demands by determining the appropriate allocation of resources and to improve both the quality and availability of health care in the communities they serve. The tools containing this data will be accessible only by authorized users on a secure web-based portal, will be confidential and used only for SG-2's hospital and health system clients.

St. Luke's University Health Network—Amanda Mazza

 Standard Statewide 2019 inpatient discharge dataset, with analysis prepared by Stratasan, to be used for internal use to analyze inpatient market share and trends.

Stratasan, LLC—Jason Moore

 Standard Statewide 2019 inpatient discharge, ambulatory/outpatient procedure and inpatient and ambulatory/outpatient revenue code detail datasets. Stratasan will use the data for market share analysis, product line performance and patient migration patterns. They will provide analytic services to their hospitals and health care system clients through the aggregation of the data within their multiple analytic software platforms and visualization tools.

Tandigm Health—Keith Garthwaite

 Standard 2018 through 2019 regional inpatient discharge and ambulatory/outpatient procedure datasets for Regions 8 and 9 and Statewide inpatient and ambulatory/outpatient revenue code detail datasets.  A standard regional 2017 through 2018 inpatient discharge and ambulatory/outpatient procedure datasets for Regions 8 and 9 and reuse the 2014—2016 datasets for a study, Health Insurance Design as a Determinant of Bariatric Surgery Utilization, which will investigate the impact of insurance-related factors on the access and utilization of bariatric procedures.

Thomas Jefferson University—Jared Gorin

 Standard Statewide 2016 through 2018 inpatient discharge and ambulatory/outpatient procedure dataset will be used through tools developed by their contractors, SG-2, Stratasan and Optum, to determine the community need for certain services within Thomas Jefferson University's service area. Members of the Jefferson Strategy & Business Development department will use the data to create internal reports and presentations.

University of California San Francisco—Joanne Spetz, PhD

 Standard facility 2018 inpatient discharge datasets for ten hospitals will be combined with other states data and with the American Hospital Association Annual Hospital Survey data for a study titled, Looking at Birth Outcomes and their Relationship to Registered Nurse Staffing. The study will measure relationships between nursing care during labor and birth and patient outcomes. Data will be used with the Agency for Healthcare Research and Quality's (AHRQ) software to calculate hospital-level outpatient variables including AHRQ's Quality Indicators, Patient Safety Indicators, patient comorbidities and patient demographics.

University of Pennsylvania—Stephen E. Kimmel, MD

 A custom 1999 through 2018 Statewide inpatient discharge dataset linked with Department of Health mortality data with derived fields (number of days to admission and days to death). The data will be used for a study, Dynamic Prediction Modeling to Improve Clinical Predictions, which is to develop a novel framework for risk assessment that uses sequentially updated information across domains and time to refine prediction models.

University of Pennsylvania—School of Medicine—Mitesh Patel, MD, MBA, MS

 A custom 2016 through 2019 inpatient discharge dataset of specified cohort of patients enrolled in a study with a derived field (number of days to admission). The data will be used for a study, The PREDICT Trial: Prediction using a Randomized Evaluation of Data Collection Integrated through Connected Technologies. The objective of the study is to develop algorithms for the dynamic and timely prediction of health care utilization using an integrated dataset from insurer and pharmacy claims, electronic health records and patients-generated health data.

University of Pennsylvania—School of Medicine—Laurie Norton

 Modification to a prior request for a custom 2019 inpatient discharge dataset with derived fields (number of days to admission and rehab indicator) linked with a cohort data file of participants in a randomized controlled trial study of patients with congestive heart disease (CHF) to be used for a study, RCT of Automated Hovering for Congestive Heart Failure Management. The study will test the effectiveness of applying automated hovering to improve outcomes among CHF patients at high risk of readmission.

University of Pittsburgh—Richard K. Zimmerman, MD, MPH

 Custom first quarter 2019 through fourth quarter 2019 inpatient discharge data reports on the number of hospitalization admissions of patients who reside in Allegheny County with an acute respiratory infection related condition reported by modified quarter, hospital, age-group, condition and race. The data will be used for CDC sponsored study, US Hospitalized Adult Influenza Vaccine Effectiveness Network. The data will be used to determine the population-based incidence of various respiratory virus-associated hospitalizations within Allegheny County, by season, virus type, year, age group and race and will be provided to CDC to calculate the multisite incidence to inform public health policy. The CDC will use the aggregate data for other publications related to the project. The CDC will combine the results from Allegheny County with three other sites in the country to create an overall estimate for the country of respiratory hospitalization incidence.

University of Pittsburgh—Mary Patricia Nowalk, PhD

 Custom third quarter 2015 through third quarter 2018 inpatient discharge quarterly data reports for specified cohorts (age-groups, gender, race, ethniciy, insurance, charges, lengths of stay and readmissions), which include Department of Health mortality data to be used for a research study, Epidemiology, Burden and Cost of Respiratory Syncytial Virus (RSV) Infection in Adults in Allegheny County, PA: A Retrospective Cohort Study, which will evaluate the epidemiology, burden of illness and cost of RSV infection in adults over three seasons in Allegheny County, PA.

University of Pittsburgh Medical Center—Matthew W. Michaels

 Standard Statewide second quarter 2019 through first quarter 2020 inpatient discharge and ambulatory/outpatient procedure datasets to be used to produce various research reports including: patient origin for UPMC hospitals, UPMC market share in various geographies and for various service lines, utilization trends in volume and market share over different time periods, and physician volumes at UPMC and other hospitals.

UPMC Pinnacle—Patrick Dreer

 Standard regional third quarter 2018 through fourth quarter 2019 inpatient discharge and ambulatory/outpatient procedure datasets for Region 5 to be used to determine specialty physician needs based on, among other criteria, market share.

Warren General Hospital—Lisa Ristau

 Standard regional 2017 through 2019 inpatient discharge dataset for Region 2 to be used for a strategic plan of operations.

WellSpan Health—David Kimpel

 Standard Statewide second quarter 2019 through first quarter 2020 inpatient discharge and ambulatory/outpatient procedure datasets to be used for an internal assessment of the delivery of health care services within the region they serve and beyond for comparative purposes. Service area utilization of services and analysis are the primary purpose for them to obtain the data.

Yale School of Public Health—Henry G. Dove, PhD

 Standard Statewide 2018 inpatient discharge, ambulatory/outpatient procedure, and inpatient and ambulatory/outpatient revenue code detail datasets and financial data report to be used for a Practicum class at the Health Management Program in the School of Public Health at Yale University. As part of the Practicum, the students will produce various data analysis reports to benchmark ambulatory surgery centers' quality and efficiency for the Constitution Surgery Alliance intern projects.

Yale University—Yen Tran

 Standard regional 2015 through 2017 ambulatory/outpatient procedure dataset for Region 8 to be used for a study, Medicare's Payment Structure for Outpatient Care Setting. An estimated optimal payment structure that balances the value and cost of care in hospital outpatient departments (HOPD) and ambulatory surgery centers (ASC), and the potential savings if Medicare moves toward that structure, in comparison to the site-neutral payment structure will be studied. How Medicare beneficiaries value the outpatient services provided at HOPDs relative to those provided at ASCs will be examined in which patients' utility of a facility depends on its quality, their health risk, their distance to the facility and the out-of-pocket payment.
