The sources are part of two cold rolling lines and a hot rolling line. The # 27 temper mill and the # 4 tandem mill are each controlled by an oil mist collector. The # 2 and # 3 shotblast units are each controlled by a dust collector. The # 7 pickle line is controlled by a scrubber. The facility is a major facility due to its potential to emit Oxides of Nitrogen, Volatile Organic Compounds, and Hazardous Air Pollutants. Actual reported emissions for 2019 were: CO 52.2 TPY; NOx 188.3 TPY; PM10 19.5 TPY; PM2.5 4.8 TPY; SOx 1.0 TPY; VOC 20.0 TPY; and CO2 187,833 TPY. The natural gas emergency engines are subject to 40 CFR Part 60 Subpart JJJJ. Subpart JJJJ is for Stationary Spark Ignition Internal Combustion Engines (SI ICE). The pickle line is subject to National Emission Standards for Hazardous Air Pollutants for Steel Pickling 40 CFR 63 Subpart CCC. The two boilers and annealing furnaces are natural gas fired. They are subject to 40 CFR 63 Subpart DDDDD—NESHAPs for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. The stationary engines for the emergency diesel generators are subject to 40 CFR 63 Subpart ZZZZ. Subpart ZZZZ is for Stationary Reciprocating Internal Combustion Engines (RICE). The facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G.

This project will result in a total of 216,000 ft3 in net cut within the stream and floodway.

There are wetlands within the parcel of the project, however no wetlands will be impacted as part of this project. Tree clearing will be required to construct the access roadway, however no other environmental impacts are anticipated. The proposed bridge will have a span of 90 Ft., a width of 32 Ft., a skew of 90 degrees, an under clearance of 12.16 Ft., and a hydraulic opening of 955 Ft2. R-8 Rip Rap Scour Protection will be utilized along the proposed Concrete Integral Abutments for scour protection. The abutment construction will require a temporary diversion of cofferdams and pumping to de-water the work area. Sandy Lick Creek is classified as a Trout Stocked Fishery by 25 Pa. Proposed Total Maximum Daily Loads (TMDLs) for a Subwatershed of Carr Run in Crawford County.

The Department of Environmental Protection will accept comments on the proposed ''TMDLs'' developed for a subwatershed of Carr Run in Crawford County under Section 303(d) of the Clean Water Act. The Pennsylvania Integrated Water Quality Monitoring and Assessment Report included stream segments impaired for aquatic life in the watershed. The impairments addressed by this document were identified as being caused by excessive siltation due to agriculture.
There currently are no state or Federal in-stream numerical water quality criteria for sediment. Therefore, the Department utilized a reference watershed approach to develop the applicable narrative criteria. The proposed TMDL document sets allowable loading of sediment in the Carr Run Subwatershed. The ''TMDLs'' included allocations for nonpoint sources, reserves for current and future point sources, as well as margin of safety factors. Nonpoint source load allocations were made for cropland, hay/pasture land, and streambank source sectors present in the watershed. Data used in establishing the ''TMDLs'' were primarily generated using a water quality analysis model (Model My Watershed) made available through the Stroud Water Research Center.
