Action of Controlled Plant and Noxious Weed Committee; Addition of Noxious Weeds to Controlled Plants and Noxious Weed List

 A meeting of the Controlled Plant and Noxious Weed Committee (Committee) was held virtually on January 19, 2023. A Sunshine Notice of the meeting was published at 53 Pa.B. 23 (January 7, 2023).

 The purpose of the meeting was to consider the addition of six plants to the noxious weed list and one noxious weed reclassification as authorized under 3 Pa.C.S. § 1511(b)(3)(ii) (relating to designation of noxious weeds and controlled plants).

 A quorum of the Committee was present at the meeting. After a presentation by the Department of Conservation and Natural Resources and the Fish and Boat Commission, the acknowledgement of written public comments received and a discussion of the Committee, the Committee voted to approve the following weeds for addition to the noxious weed list.

 • Amur honeysuckle (Lonicera mackii) as a Class B noxious weed

 • Morrow's honeysuckle (Lonicera morrowii) as a Class B noxious weed

 • Standish or fragrant honeysuckle (Lonicera standishii) as a Class B noxious weed

 • Tatarian honeysuckle (Lonicera tatarica) as a Class B noxious weed

 • Bell's honeysuckle (Lonicera x bella) as a Class B noxious weed

 • Starry stonewort (Nitellopsis obtusa) as a Class A noxious weed

 The Committee voted to approve the reclassification of the following weed.

 • Parrot feather (Myriophyllum aquaticum) move from a Class B noxious weed to a Class A noxious weed

 Under the authority and requirements of 3 Pa.C.S. § 1511(b)(3)(iv), the Committee hereby publishes the addition of Amur honeysuckle, Morrow's honeysuckle, Standish or fragrant honeysuckle, Tatarian honeysuckle, Bell's honeysuckle and Starry stonewort to the noxious weed list and the reclassification of Parrot feather from a Class B noxious weed to Class A noxious weed.

 The addition of the previously listed plants to the controlled plants and noxious weeds list will become effective 60 days from publication of this notice.
