The project consists of installation of a 6,698 ft. long, 10-inch natural gas pipeline that will be installed via open trench for the entire length. The proposed project impacts in Butler County include a total of 63 linear feet of temporary impacts and 12 linear feet of permanent impacts to UNT's of Coal Run WWF. The project also has 0.006 acre of permanent impacts to Palustrine Scrub Shrub (PSS), and 0.001 acre of permanent impact to Palustrine Emergent (PEM) wetland(s), and 0.049 acre of temporary impacts to Palustrine Emergent (PEM) wetland(s). General Permit No. WMGR103. The Department of Environmental Protection (Department) is proposing modifications to Residual Waste General Permit WMGR103. This general permit authorizes the processing by (i) grinding, mixing, screening and biological decomposition of tree stumps, roots, leaf waste, stump grindings, and grubbing material for the beneficial use as a mulch material and (ii) grinding, screening and mixing of freshwater dredged material from Seyferts basin, spent mushroom substrate, leaf waste, water treatment residual and waste foundry sand (authorized under WMGR019 or WMGR098) with uncontaminated soil for beneficial use as a manufactured topsoil. The proposed amendments include the reorganization and reformatting of the general permit for overall clarity and ease of use.

Delaware and Chester Southeast Region This request, received October 11, 2017, is entitled Major Modification 1—East Swedesford Road—HDD S3-381. It involves a change in installation methodology for a portion of the project as a result of concerns raised by Aqua America (Aqua), the local water authority, regarding their Hillside Drive production well along East Swedesford Road. The permitted activity is located in West Whiteland Township.
Specifically, the proposed changes include an open trench installation with five conventional bore sections and one short horizontal directional drill (HDD). The HDD will be conducted from Stream S-B79 and Lincoln Highway which is over 2,300 feet from Swedesford Road. Conventional bores will be added at Stations 15111+00 to 15112+25 (Exton Lane), Stations 15113+75 to 15117+00 (utilities avoidance), Stations 15121+00 to 15122+25 (East Swedesford Road), and Stations 15135+00 to 15137+00 (sensitive area by stream S-B81) and 15137+00 to 15141+00 (stream S-B81 and wetland WL-B71).
Through the utilization of these alternative installation methods, SPLP proposes to avoid impacts to local resources and sensitive areas.

This modification request is a change in installation methodology for a portion of the project following more in-depth hydrogeology analysis and seismic testing. The permitted activity is located in West Whiteland Township.
Specifically, the proposed changes include an open trench installation with four conventional bore sections. Conventional bores will be added at Stations 15083+50 to 15085+50 (CH-0209 Parking Lot), Stations 15088+50 to 15089+50 (Stream S-C61), Stations 15092+00 to 15093+00 (Stream S-C59) and Stations 15093+50 to 15096+00 (Pottstown Pike/PA HWY 100).
After obtaining additional information, SPLP proposes to use these alternatives methods to avoid impacts to local resources and sensitive areas.

Chapter 102 Erosion and Sediment Control Permit Modifications; Pennsylvania Pipeline
Project (PPP)/Mariner East II; Public HearingThe Department of Environmental Protection (Department) will hold a public hearing to receive comments from citizens on two Chapter 102 Erosion and Sediment Control Permit Modification applications currently under technical review for Pennsylvania Pipeline Project (PPP)/Mariner East II. These permit modifications are required for earth disturbance associated with the project.
The hearing will be held on Monday, April 30, 2018, at E N Peirce Middle School, 1314 Burke Road, West Chester, PA 19830. The public hearing will begin at 6:30 p.m. and end at 9:30 p.m.
The proposed permit modifications currently under review are identified as Major Modification 1—East Swedesford Road, HDD S3-381 and Major Modification 2—North Pottstown Pike, HDD S3-370. The modification applications request changing the installation methodology from horizontal direction drilling in these identified areas to a combination of open trenching, conventional boring and limited horizontal directional drilling. These modification requests are a result of concerns raised by a local water authority and/or further hydrogeology analysis and seismic testing. Due to the limited scope of the subject matter and time available for the hearing, commenters are asked to focus their remarks on the modifications under review, rather than topics or matters outside of the Department's jurisdiction such as general statements of project opposition or support, job creation, post-construction safety concerns or other matters not specifically pertaining to the modifications. Relevant remarks on these proposed permit modifications provided by commenters will be considered in the Department review process of the permit modification request.

Individuals will have the opportunity to present up to 3 minutes of verbal testimony, this time limit is put in place to allow more commenters the opportunity to speak. To ensure that all speakers have a fair and equal opportunity to present their testimony, relinquishing of time to other speakers is not allowed, and groups are asked to designate one speaker per organization. The Department also requests, but does not require, those providing oral remarks bring a written copy of their comments in order to aid the transcriptionist at the hearing.
Those who wish to present testimony during the scheduled hearing are asked to register in advance by contacting the Southeast Regional Office. Registration for the hearing will be taken through to the business day prior to the hearing. Priority will be given to residents from Chester County given the geographic scope of the modification applications.
