   E58-213.  Encroachment. Franklin Township Supervisors, R. R. 3, Box 93E, Montrose, PA 18801. To construct and maintain a low-flow road crossing in Fall Brook Creek (CWF) consisting of a 20.0-foot × 3.0-foot concrete box culvert. The project is located along Township Road T677, approximately 0.3 mile east of its intersection with T601 (Franklin Forks, PA Quadrangle N: 5.8 inches; W: 16.1 inches) in Franklin Township, Susquehanna County (Baltimore District, Army Corps of Engineers).

   E10-241.  Encroachment. Butler County Conservation District, 122 McCune Drive, Butler, PA 16001. To relocate approximately 140 linear feet of Silver Creek (HQ-CWF, trout stocked) and 45 linear feet of an associated tributary as part of a stream protection project to alleviate deposition of pollutional materials from an adjacent clay pigeon trap range. The project is located on the North Butler Hunting and Fishing Club property in Walley Mill approximately 300 feet east of the intersection of S. R. 1004 and Christy Hill Road (Hilliards, PA Quadrangle N: 7.9 inches; W: 3.7 inches) located in Parker Township, Butler County.

   E20-434.  Encroachment. Department of Transportation, District 1-0, 1140 Liberty Street, Franklin, PA 16323. To remove existing concrete slab bridge and to install and maintain a 16-foot wide by 5.3-foot high reinforced concrete box culvert bridge across the East Branch Sugar Creek (CWF, trout stocked, wild trout). This project will include a de minimus impact to wetland associated with placement of box culvert, wing walls, structure backfill, and rock scour protection. The project is located on S. R. 2019 across East Branch Sugar Creek approximately 1,600 feet south of the intersection of S. R. 0428 and S. R. 2019 in the village of Troy Center (Centerville, PA Quadrangle N: 2.5 inches; W: 10.3 inches) located in Troy Township, Crawford County.


Requests for Certification under Section 401 of the Federal Water Pollution Control Act

   The following requests have been made to the Department of Environmental Protection for certification under section 401(a) of the 1972 amendments to the Federal Water Pollution Control Act, 33 U.S.C.A § 1341(a), that there is reasonable assurance that the construction herein described will not violate applicable Federal and State water quality standards.

   Prior to final approval of the proposed certification, consideration will be given to any comments, suggestions or objections which are submitted in writing within 30 days of the date of this notice. Comments should be submitted to the Department of Environmental Protection at the address indicated above each of the following requests for certification. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions in sufficient detail to inform the Department of the exact basis of the proposal and the relevant facts upon which it is based. The Department may conduct a fact-finding hearing or an informal conference in response to any given comments if deemed necessary to resolve conflicts. Each individual will be notified in writing of the time and place of any scheduled hearing or conference concerning the certification request to which the protest relates. Maps, drawings and other data pertinent to the certification request are available for inspection and review at the address indicated above each request for certification between the hours of 8 a.m. and 4 p.m. on each working day.

   Project Description/Location: Project involves the hydraulic dredging of approximately 70,860 cubic yards of unconsolidated sediment from Deep Creek Lake, located in Upper Frederick Township, Montgomery County. The slurry is to be pumped to one of two dewatering basins located on park property adjacent to the lake and the return water will be discharged directly to the lake. Upon completion of the dredging and dewatering operations, the disposal areas will be restored.


Applications received under the act of June 24, 1939 (P. L. 842, No. 365) (35 P. S. §§ 631--641) relating to the acquisition of rights to divert waters of the Commonwealth.

This proposal involves the continued right to purchase water from Pennsylvania-American Water Company, in the projected amount of 962,038 gpd. Applicant is a Municipal Authority whose principal function is to operate and maintain a water distribution system to customers in Butler Township, Butler County.

   WA3-697C.  Water allocation. Municipal Authority of Buffalo Township, Armstrong County. The Municipal Authority of Buffalo Township, Armstrong County, has submitted an application requesting permission to acquire rights for the acquisition of water from Allegheny River. The applicant is requesting permission to withdraw 1,250,000 million gallons per day of water as a daily peak, from the Allegheny River.

   The Department of Environmental Protection has taken the following actions on previously received permit applications and requests for plan approval and has issued the following significant orders.
