The regulations address contemporary changes in the field of residential care and day treatment. The emphasis is on protecting the health, safety and well-being of children served. The Department's legal basis for proposing the regulations is found in Article IX and X of the Public Welfare Code, act of June 13, 1967 (P. L. 31, No. 21) (62 P. S. §§ 901--922 and 1001--1080).Thomas G.
