Applications for the Formation of Water Authorities Grant Program

   The Department of Environmental Protection's (Department) Technical Assistance Center for Small Water Systems is accepting applications under the Formation of Water Authorities Grant Program. The grant program is available to any county or two or more municipalities that are interested in forming a water authority. The water authority must form a regionalized water system which incorporates at least one community water system, serving 3,300 or fewer people.

   The goal of this grant program is to improve the viability of small water systems through the formation of water authorities, where economies of scale associated with a regional approach to water service can be realized.

   The incentive grant program is funded from the Department's Safe Drinking Water Account under the authority of the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1--721.17) and section 1905-A(a) of The Administrative Code of 1929. The program will provide grants to eligible applicants for the start-up cost of forming a water authority.

   The grant will fund 80% of all approved costs or $50,000, whichever is less. The grantee must provide local share for the remaining costs in the form of matching funds or in-kind services.

   The application period runs from January 4, 1999, to January 29, 1999. Based on the availability of funding, applicants that submit a final work plan and budget which are approved by the Department will be given preference to receive a grant based on a first-come, first-served basis.
